(6) 入札方法
① 入札は上記(2)の件名ごとに行う。
② 各社において設定する契約電力に対する単価(kW単価)及び使用電力量に対する単価(kWh単価)を根拠とし、仕様書で提示する契約電力及び予定使用電力量の総価を入札金額とすること。
③ 落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てた金額とする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるか、又は課税取引であるか非課税・不課税取引であるかを問わず、見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度における各省庁の競争参加資格（全省庁統一資格）において、「物品の製造」又は「物品の販売」の営業品目「燃料類」又は「その他」のいずれかの「A」、「B」又は「C」等級に格付けされている者であること。
(4) その他独立行政法人高齢・障害・求職者雇用支援機構契約担当役理事が別に定める資格を有することを証明した者であること。
3 入札書の提出場所等

(2) 入札説明書及び仕様書の交付方法 本公告の日から入札書提出期限の日までの間（土日、祝日を除く）に以下のとおり電子メールにて交付する。なお、電子メール以外の方法にて交付を希望する場合は3(1)に問い合わせること。

② 件名は『「令和7年度電気需給契約（高圧）」に係る入札説明書の交付依頼』とすること。
③ 本文には、会社名、担当者名及び電話番号及び入札参加予定件名No.を記入すること。

4 その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この競争に参加を希望する者は、封印した入札書のほかに必要な証明書等を入札書の受領期限までに提出しなければならない。また、開札日の前日までの間において必要な証明書等の内容に関する照会があった場合には、説明しなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者のした入札、入札に関する条件に違反した入札は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者と決定する。
(7) 手続における交渉の有無 無。

② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ have Grade A, B or C “Manufacture” or “Sale” (manufacture or sale of kinds of “Fuel” or “The other”) in terms of the qualification for participating in tenders specified by Single qualification for every ministry and agency (in fiscal year 2022—2024)
④ meet the qualification requirements which may be specified the Japan Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers in charge of disbursement of the procuring entity
