(3) 調達件名の特質等 入札説明書及び仕様書 による。

(6) 入札方法 交渉権者の決定は、最低価格方 式をもって行うので、
① 入札者が提出する入札書は、調達件名に かかる直接経費の他、機材、資材、機械器 具、運搬費等、業務委託に要する一切の諸 経費を含め、契約金額を見積もるものとす る。
② 交渉権者決定にあたっては、入札書に記 載された金額に当該金額の10%に相当する 額を加算した金額（当該金額に1円未満の 端数がある場合は、その端数金額を切り捨 てた金額とする。）をもって申込金額とする ので、入札者は、消費税及び地方消費税に 係る課税事業者であるか免税事業者である かを問わず、見積もった契約金額の110分 の100に相当する金額を記載した入札書を 提出しなければならない。
2 競争参加資格
(1) 国立研究開発法人国立がん研究センター契 約事務取扱細則第6条の規定に該当しない者 であること。なお、未成年者、被保佐人又は 被補助人であっても、契約締結のために必要 な同意を得ている者は、同条中、特別の理由 がある場合に該当する。
(2) 国立研究開発法人国立がん研究センター契 約事務取扱細則第7条の規定に該当しない者 であること。
(3) 資格審査結果通知書（全省庁統一資格）「物 品の提供等」においてA、B又はCの等級に 格付され、関東・甲信越地域の競争参加資格 を有する者であること。
(4) 社会保険等（厚生年金保険、健康保険（全 国健康保険協会が管掌するもの）、船員保険、 国民年金、労働者災害補償保険及び雇用保険 をいう。）に加入し、該当する制度の保険料の 滞納がないこと。（直近2年間の社会保険料及 び労働保険料の未納がないこと。）

(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 6 of the Han-
dling detailed rule of contract clerical
work of National Cancer Center. Fur-
thermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause;
② not come under Article 7 of the Han-
dling detailed rule of contract clerical
work of National Cancer Center;
③ have Grade A, B or C in “Offer of prod-
ucts” for participating in tenders by Min-
istry of Health Labour and Welfare
(Single qualification for every ministry
and agency) in Kanto-Koshinetsu Regi-
on;
④ join social insurance (welfare annuity
insurance, health insurance, seamen’s in-
surance, national pension, worker’s com-
pensation insurance, unemployment in-
surance) and pay the social insurance pre-
miums and have no Delinquency in the
past 2 years
(7) Time-limit for tender: 12:00 October 25,
2024
