(5) 調達に必要とされる基本的な要求要件
① 本システムは、独立行政法人国立病院機
構姫路医療センターにおける診療業務及び
経営管理業務を総合的に支援するためのも
ので、電子カルテ・オーダリングシステム
(カルテ入力、カルテ参照、検査結果参照、
診療予約、検査予約、手術予約、処方指示、
注射指示、服薬指導指示、処置指示、手術
指示、検査指示、放射線指示、リハビリ指
示、食事指示、栄養指導指示、入退院指示、
病棟移動指示、看護指示、DPC指示、ク
リティカルパス、病名指示等)、部門シス
テム(医事会計、DPC請求、自動再来受
付、診療費管理、債権管理、調剤支援<処
方監査、調剤機器接続、薬剤情報、注射調
剤等>、薬剤管理指導、血液製剤管理、検
体検査支援<生化学・血液・血清・一般・
外注等検査、採血管準備、採血受付、細菌・
病理検査接続等>、内視鏡検査支援<内視
鏡画像、レポート管理等>、会計関連<財
務会計、管理会計等>、看護支援<看護計
画、看護記録、看護メモ等>、リハビリ、
栄養管理)の業務全般にわたり統合的に管
理、参照、運営が行えるシステムであるこ
と。
② 本システムは患者基本情報、診療情報、
画像情報などを円滑に交換でき、そのため
に必要な国際的な標準規格(最新のDIC
OM、HL7等)に準拠した通信規格、デー
タ形式を提供できること。
③ 本システムは業務用データベースとは独
立した、患者の臨床データ、情報を長期的
総合的に蓄積管理できる機能を有すること。
④ 本システムは要求機能を達成するために
十分なデータ処理機器、端末、ネットワー
クを保有すること。
⑤ 本システムは各部門で使用している医療
機器及びシステムに対するインターフェイ
スを有すること。
⑥ 本システムのうち病院業務に不可欠なシ
ステムは24時間、無人にて自動稼働し、安
全で容易に運用できること。また、システ
ム障害対策が十分になされていること。
⑦ 利用者層に応じたデータのアクセス権が
設定できること。また、プライバシーの保
護及びセキュリティ対策が十分なされてい
ること。
2 資料及びコメントの提供方法 上記1(2)の物品に関する一般的な参考資料及び同(5)の要求要件等に関するコメント並びに提供可能なライブラリーに関する資料等の提供を招請する。

4 Summary

(5) Basic requirements of the procurement :
① This system will be the integration system which supports medical service and administrative service at National Hospital Organization Himeji Medical Center. This system will be composed of ordering system which includes Electric Medical Record System; the system which refers to every kind of medical records, the system which refers to a test result medical examination and treatment reservation system, inspection reservation system, operation reservation system, prescription, injection, medication guidance, measures instructions, operation instructions, inspection instructions, X-ray examination instructions, Rehabilitation instructions, lunch instructions, nutritional in-
struction and guidance, hospitalization and release instructions, ward movement instructions, Nursing instructions, Instructions of DPC, critical path, Name of disease instructions etc.. The section system; Medical affairs accounts, DPC request, automatic second coming reception system, medical examination and treatment costs management, credit management, compounding of medicines support (prescription inspection, compounding of medicines machinery connection, medicine information, injection compounding of medicines), medicine management guidance, human-blood-based manufactured blood, laboratory determination support (inspection such as biochemistry/blood/serum/the outside order, drawing blood pipe preparations, a drawing blood reception system, bacteria, pathological examination connection etc.), endoscopy support (endoscope image, report management etc.), accounts-related (financial accounting, administrative accounting), nursing support (nursing care plan, nursing record, nursing memo), rehabilitation, the system which manages the lunch section. This system assumes to be system which integrates the control, reference and management of all our facility's business in
② This system will provide the Communication tools and Data formats under international standard specification, such as newest DICOM or HL7 protocols to exchange the patient basic information, the clinical data and the image information smoothly
③ This system would possess functions to manage the long-term and the comprehensive clinical information of the patients independently from the database for business use
④ This system would possess enough data processors, terminal units and networks to attain requirements mentioned this requirement
⑤ This system would have interfaces for the medical equipment and system used in each section of our facility
⑥ The system which would be indispensable for the hospital continuous service must be automated for 24 hours. It can be applied safely and easily. And this system fully must take measures to cope with the system failure
The access permission of the data corresponding to a user class must be to set up. The protection of the privacy and security countermeasures are sufficient
⑧ This system must be based on the newest technology to support hospital management and medical care task. And the operational environment and quick response ability can cope with our actual medical care. The secondary utilization of the data must be possible
⑨ The system must provide environments for end-user computing
