2 競争参加資格
(1) 当該契約を締結する能力を有しない者及び
破産者で復権を得ない者に該当しない者であ
ること。ただし、未成年者、被保佐人又は被
補助人であって、契約締結のために必要な同
意を得ている者は除く。
(2) 日本年金機構の調達において、次のいずれ
かに該当し、かつその事実があった後3年(日
本年金機構から競争参加資格停止措置を受け
ている場合はその期間)を経過していない者
でないこと。また、その者を代理人、支配人
その他の使用人として使用する者又は入札代
理人として使用する者についても、同様とす
る。
① 契約の履行に当たり故意に工事若しくは
製造を粗雑にし、又は物件の品質若しくは
数量に関して不正の行為をしたとき。
② 公正な競争の執行を妨げたとき又は公正
な価格を害し若しくは不正の利益を得るた
めに連合したとき。
③ 落札者が契約を結ぶこと又は契約者が契
約を履行することを妨げたとき。
④ 監督又は検査の実施に当たり職員の職務
の執行を妨げたとき。
⑤ 正当な理由がなくて契約を履行しなかっ
たとき。
⑥ 上記により一般競争に参加できないこと
とされている者を契約の締結又は契約の履
行に当たり、代理人、支配人その他の使用
人として使用したとき。
(3) 令和04・05・06年度厚生労働省競争参加資
格(全省庁統一資格)「役務の提供等」又は「物
品の製造」のA又はB等級に格付けされ、関
東・甲信越地域の競争参加資格を有する者で
あること。
(4) 当該業務又は類似の業務を相当量完了した
実績を有している者であること。
(5) 当該業務を確実に実施できると証明した者
であること。
(6) 資格審査申請書又は添付書類に虚偽の事実
を記載していないと認められる者であるこ
と。
(7) 経営の状況又は信用度が極度に悪化してい
ないと認められる者であること。
(8) その他、入札説明書に定める資格を有する
者であること。

5 Summary

(3) Nature and quantity of the services to be required: Printing and preparation to mail application forms of National Pension Con-
tribution Special Payment System for Students (for fiscal year 2025) (approximately 898,094)
(4) Performance period: From date of contract through 14 April, 2025
(5) Delivery place: Places designated by Japan Pension Service
(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall;
① It must be a person who doesn't correspond to the person and the bankrupt who doesn't have the ability that the corresponding contract concludes by not obtaining rehabilitation.
② It is a person who disturbed the execution of the duty as the person and the staff who disturbed the fulfillment of the person and the highest bidder who disturbed the execution of a person who did the act of injustice for the compact prosecution and a fair competition of the contract, and it is ill-founded and it person who doesn't correspond to the person who doesn't perform a contract.
③ Have the Grade A or Grade B in “Service”, “Manufacturing”, in terms of the qualification for participating in tenders by the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kanto-Koshinetsu Area in fiscal years 2022, 2023, 2024
④ Prove to have actually engaged in fair amount of similar matters properly
⑤ Prove to have the ability to provide sufficient service with certainty
⑥ Prove to have no false statement in tendering documents
⑦ Prove neither the business condition nor credibility is deteriorating
⑧ Other persons who are qualified as provided in the bidding instructions
