なお、本件は、入札前に入札参加者に対し東日本高速道路株式会社が指定する項目に係る見積書の提出を求め、その見積書を活用して契約制限価格の設定を行う見積活用方式の対象調達である。

査基準日以降、落札者決定までの間において以
下の(1)から(5)のいずれかに該当する者でなく
なった場合、競争参加を認めないものとする。
(1) 東日本高速道路株式会社契約規程実施細則
(平成17年細則第16号) 第6条の規定に該当
しない者であること。
(2) 2014年（平成26年）4月以降に発行した1
冊あたり450頁以上の日本国内の株式会社、
独立行政法人又は官公庁の社史又は年史を制
作した実績が2件以上あること。
(3) 配置予定の履行責任者は、2019年（平成31
年）4月以降に発行した日本国内の株式会社、
独立行政法人又は官公庁の社史又は年史の制
作業務を主体的に担当した者であること。
(4) 審査基準日から入札・開札を経て落札者決
定の日までの期間（期首及び期末の日を含む）
において、東日本高速道路株式会社から取引
停止措置を受けていないこと。
(5) 審査基準日から入札・開札を経て落札者定
の日までの期間（期首及び期末の日を含む）
において、入札に参加しようとする者の間に、
資本関係又は人的関係がないこと。

参加を希望する者は、競争参加資格確認申請

らない。入札者は、開札日の前日までの間に
おいて、契約責任者から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4) 入札の無効 本公告に示した競争参加資格
を有しない者がした入札及び入札に関する条
件に違反した入札は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 本公告に示した調達に
係る入札書を提出した者であって、契約制限
価格の範囲内で最低価格（総価）をもって有
効な入札を行った入札者を落札者とする。

(6) Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the open tender are those
who come under the following items at the
time of the examination date, with the ex-
amination date set as the due date of re-
ceipt of the documents required for the ten-
der. In addition, suppliers who no longer
come under the following items after the
examination date and up to the time of the
decision being made on the successful sup-
plier shall not be eligible to participate in the
open tender:
① The supplier does not come under Arti-
cle 6 of East Nippon Expressway Compa-
ny Limited's regulation concerning the
contract procedures (Regulation No. 16 of
2005).
② The supplier has producted at least two
company histories or annual histories of
each with over 450 pages per volume,
published since April 2014.
③ The implementation supervisor shedul-
ed to be assigned has a proven track rec-
ord of active involvement in the produc-
tion of company histories or annual histo-
ries since April 2019.
④ Not to have been subject to transaction
suspension measures imposed by East
Nippon Expressway Company Limited
during the period from the examination
criteria date to the date of the decision on
the bidder.
⑤ There shall have been no funding or
personal relationships with those intend-
ing to participate in the bidding during
the period from the examination criteria
date to the date of the decision on the bid-
der.
