1 調達内容

(5) 入札方法 落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する金額を加算した金額（当該金額に1円未満の端数が生じた場合は切り捨てた金額とする。）をもって落札価格とするので、入札者は、消費税額に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度防衛省競争参加資格（全省庁統一資格）「物品の販売」の「D」以上の等級に格付けされ、競争参加資格を有する者であること。
(4) 日本国内で調達物品の検査を行うため、日本国内に検査設備及び要員等を確保でき、分任支出負担行為担当官の実施する検査の立会いに応じられる者であること。
(5) 防衛省大臣官房衛生監、防衛政策局長、防衛装備庁長官（以下「省指名停止権者」という。）又は海上幕僚長から「装備品等及び役務の調達に係る指名停止等の要領」に基づく指名停止の措置を受けている期間中の者でないこと。
(6) 前号により、現に指名停止を受けている者と資本関係又は人的関係のある者であって、当該者と同種の物品の売買又は製造若しくは役務請負について防衛省と契約を行おうとする者でないこと。
(7) 原則、現に指名停止を受けている者の下請負については認めないものとする。ただし、真にやむを得ない事由を該当する省指名停止権者が認めた場合には、この限りではない。

(1) 契約手続において使用する言語及び通貨

(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に
参加を希望される者は、封印した入札書に本
公告に示した物品を納入できることを証明す
る書類を添付して入札書の受領期限までに提
出しなければならない。入札者は、開札日の
前日までの間において、分任支出負担行為担
当官から当該書類に関し説明を求められた場
合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 本公告に示した物品を
納入できると分任支出負担行為担当官が判断
した資料を添付して入札書を提出した入札者
であって、予算決算及び会計令第79条の規定
に基づいて作成された予定価格の制限の範囲
内で最低価格をもって有効な入札を行った入
札者を落札者とする。

(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ Have Grade D and over “Sale of prod-
uct” in the whole country area in terms of
the qualification for participating in ten-
ders of Cabinet Office. (Single qualifica-
tion for every ministry and agency) in the
fiscal years 2022, 2023 and 2024.
④ Be able to ensure the equipment, neces-
sary personnel, and etc. for the inspection
in Japan and to attend the inspection,
which the official in charge of disburse-
ment of the procuring entity does.
⑤ Be not under suspension of nomination,
based on the procedure of acquisition of
defense equipment and services, issued by
Director General for Health and Medi-
cine, Director General, Bureau of Defense
Policy, Commissioner, Acquisition, Tech-
nology and Logistics Agency or Chief of
Staff, Japan Maritime Self Defense
Force.
⑥ Do not intend to make a contract with
the Ministry of Defense on selling, buying
or producing the similar items to those
who are under suspension of nomination
stated above while having capital or per-
sonal relationship with them.
⑦ Those who are admitted to have justifi-
able reasons by the official in charge of
the suspension of the nomination shall
exempted from these qualifications
stated above.
