(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ have the Grade “A” or “B” in terms of
qualification “Provision of services” for
participating in tenders by Ministry of
Agriculture, Forestry and Fisheries
(Single qualification for every ministry
and agency) in the fiscal year 2022, 2023
and 2024.
④ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order.
⑤ Prove not to be a period of receiving
nomination stop from the contracting of-
ficer etc.

次のとおり一般競争入札に付します。

(6) 入札方法 入札者は、(2)の総価を入札書に
記載すること。落札決定に当たっては、入札
書に記載された金額に当該金額の10パーセン
トに相当する額（当該金額に1円未満の端数
があるときは、その端数金額を切り捨てるも
のとする。）を加算した金額をもって落札価格
とするので、入札者は消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の各号に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中特別の理
由がある場合に該当する。
(2) 予算決算及び会計令第71条第1項の規定に
該当しない者であること。
(3) 令和4・5・6年度競争参加資格（全省庁
統一資格）において「物品の製造」又は「役
務の提供等」について「A」、「B」又は「C」
の等級に格付されており、競争参加地域とし
て近畿地域が有効となっていること。
(4) 国有林野施業実施計画図作製業務又はこれ
に類似する業務の実績を有する者であるこ
と。
(5) 契約担当官等から、物品の製造契約、物品
の購入契約及び役務等契約指名停止等措置要
領（平成26年12月4日付け26林政第338号）
に基づく指名停止を受けている期間中でない
こと。

(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、上記2の(3)の資格を証
明する資格審査結果通知書（写）及び上記2
の(4)の実績を証明する書類を令和6年9月13
日正午までに上記3の(1)に示す場所に提出し
なければならない。入札者は、開札日の前日
までの間において、支出負担行為担当官から
当該証明書類に関して説明を求められた場合
は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した者の提出した入札書は無効と
する。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予算決算及び会計令第
79条の規定により作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った者を落札者とする。ただし、落札者と
なるべき者の入札価格によっては、その者に
より当該契約の内容に適合した履行がされな
いおそれがあると認められるとき又はその者
と契約を締結することが公正な取引の秩序を
乱すこととなるおそれがあって著しく不適当
であると認められるときは、予定価格の制限
の範囲内の価格をもって入札した他の者のう
ち最低の価格をもって入札した者を落札者と
することがある。
