(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 and 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
② have Grade on “offer of services” in
Kinki Area, in the fiscal year 2022/
2023/2024 in terms of qualification for
participating in tenders by Ministry of
Land, Infrastructure, Transport and Tou-
rism (Single qualification for every minis-
try and agency).
③ not be under suspension of nomination
by Director-General of Kinki Regional
Development Bureau from Time-limit for
submission of certificate to Tender Open-
ing.
④ not be the stated person under the com-
mencement of reorganization procee-
dings or under the beginning of rehabili-
tation proceedings (except for the person
who has the procedure of reapplication
under the notification of the competing
participation qualification).
⑤ acquire the electric certification in
case of using the Electric Tendering sys-
tem https://www.p-portal.go.jp/pps-web-
biz/
⑥ The person who obtained the tender
manual from official in charge of di-
bursement of the procuring entity direct-
ly
⑦ not be the person that a gangster influ-
ence management substantially or the
person who has exclusion request from
Ministry of Land, Infrastructure, Trans-
port and Tourism is continuing state con-
cerned
⑧ The person who proved that the one
had been ordered by public or private bu-
siness as a prime contractor since the fis-
cal year 2019, and had completed daily
cleaning work with a floor area of
4,000m² or more not less than 11 months
⑨ After the fiscal year 2019, the person
who fulfills the previously mentioned co-
nditions (see subregulation ⑧.) as a busi-
ness manager is in charge of the manage-
ment and the attendance throughout the
fulfillment period. In addition, not only
the business manager has been employed
for three months or more at the time of
submission of the application, but also
the one has continuously been in the di-
rect employ of the contractor in the ful-
fillment period.

(6) 入札方法 入札書に記載された金額に消費
税及び地方消費税の税率を乗じて得た額を加
算した金額(当該金額に1円未満の端数があ
るときは、その端数金額を切り捨てた金額と
する。)をもって落札価格とするので、入札者
は消費税及び地方消費税に係る課税事業者で
あるか免税事業者であるかを問わず、見積
もった契約希望金額から当該金額に係る消費
税及び地方消費税に相当する額を減じた金額
を記載した入札書を提出すること。
原則として、当該入札の執行において入札
執行回数は2回を限度とする。

(7) 電子調達システム(GEPS)の利用 本
案件は、申請書等の提出、入札及び契約を電
子調達システムで行う対象案件である。なお、
電子調達システムによりがたい場合は、紙入
札方式参加願、紙契約方式記名押印願を提出
し、紙入札方式、紙契約方式に代えることが
できる。
2 競争参加資格
(1) 予算決算及び会計令(以下「予決令」とい
う。)第70条及び第71条の規定に該当しない者
であること。
(2) 令和4・5・6年度国土交通省競争参加資
格(全省庁統一資格「役務の提供等」の近畿
地域又は東海・北陸地域の競争参加資格を有
する者であること。
なお、当該資格に係る申請については、「競
争参加者の資格に関する公示」(令和6年3月
29日付官報)の別表に記載されている申請受
付窓口(近畿地方整備局総務部契約課ほか)
にて随時受け付けている。
(3) 申請書等の受領期限の日から開札の時まで
の期間に、近畿地方整備局長から指名停止を
受けていないこと。
(4) 会社更生法に基づき更生手続開始の申し立
てがなされている者又は民事再生法に基づき
再生手続開始の申し立てがなされている者
([競争参加者の資格に関する公示] に基づ
く「会社更生法及び民事再生法開始に基づく
更生手続の決定等を受けた者の手続」を行っ
た者を除く。)でないこと。
(5) 電子調達システムによる場合は、電子認証
(ICカード) を取得していること。
(6) 入札説明書及び図書等を3(3)の交付方法に
より、3(4)の交付期間に電子調達システムか
ら自ら直接ダウンロード、または分任支出負
担行為担当官から直接交付を受けた入札説明
書及び図書等により作成した申請書を提出し
た者であること。
(7) 警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずる者として、国土
交通省が発注する業務等からの排除要請があ
り、当該状態が継続している者でないこと。
(8) 入札説明書に定める清掃業務の元請けとし
ての履行実績があり、実績が確認出来る資料
を提出した者であること。
(9) 予定される管理技術者については、入札説
明書に定める要件を満たす者であること。
