欧州復興開発銀行を設立する協定の改正
欧州復興開発銀行を設立する協定の一部を次のように改正する。
第一条を次のように改める。
第一条 目的
銀行は、経済的な発展及び復興に貢献するに当たり、複数政党制民主主義、多元主義及び市場経済の諸原則を誓約しかつ適用している中欧及び東欧の各国における開放された市場指向型経済への移行並びに民間及び企業家の自発的活動を促進することを目的とする。銀行は、同一の条件で、(i)モンゴル、(ii)地中海の南部及び東部の加盟国並びに(iii)限られた数のサブサハラ・アフリカの加盟国においてもその目的を達成することができる。(ii)及び(iii)については、それぞれの場合において、総務の総数の三分の二以上の多数であって加盟者の総投票権数の四分の三以上を代表するものによる賛成投票により、銀行が決定する。この協定及びその附属書において、「中欧及び東欧の各国」、「中欧及び東欧の諸国」、「中欧及び東欧の国」又は「受益国」というときは、モンゴル並びに地中海の南部及び東部の加盟国並びにサブサハラ・アフリカの加盟国であって、銀行が決定するものも含むものとする。
第十二条1を次のように改める。
1 理事会は、銀行の財務の健全性及び持続可能性を保護するため、自己資本の十分性に係る評価基準に関して適当な制限を定め、及び維持する。

Amendments to the Agreement Establishing the European Bank for Reconstruction and Development
Article 1 of the Agreement shall be amended to read as follows:
"In contributing to economic progress and reconstruction, the purpose of the Bank shall be to foster the transition towards open market-oriented economies and to promote private and entrepreneurial initiative in the Central and Eastern European countries committed to and applying the principles of multiparty democracy, pluralism and market economics. Subject to the same conditions, the purpose of the Bank may also be carried out in (i) Mongolia; (ii) member countries of the Southern and Eastern Mediterranean; and (iii) a limited number of member countries of sub-Saharan Africa; in each case under (ii) and (iii) as determined by the Bank upon the affirmative vote of not less than two-thirds of the Governors, representing not less than three-fourths of the total voting power of the members. Accordingly, any reference in this Agreement and its annexes to "Central and Eastern European countries", "countries from Central and Eastern Europe", "recipient country (or countries)" or "recipient member country (or countries)" shall refer to Mongolia and each of such countries of the Southern and Eastern Mediterranean and sub-Saharan Africa as well."
Article 12.1 of the Agreement shall be amended by deleting its existing text and introducing a new text as follows:
"1. The Board of Directors shall establish and maintain appropriate limits with respect to capital adequacy metrics, in order to protect the financial soundness and sustainability of the Bank."
