4 その他
(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金免除。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、上記3(4)に示す提出期限までに入札説明書で示した申請書及び資料を提出しなければならない。なお、入札者は、開札日の前日までの間において、経理責任者から当該書類に関し説明を求められた場合は、それに応じなければならない。当該書類に関し説明の義務を履行しない者は落札決定の対象とはしない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札に関する条件に違反した者の提出した入札書は無効とする。
(5) 契約書作成の要否要。
(6) 落札者の決定方法 本公告に示した競争参加資格を満たすと判断される書類を提出した入札者であって、実施規則第31条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
(7) 競争参加資格を有していない者の参加 上記2(3)に掲げる競争参加資格を有していない者も上記3(4)により申請書及び資料を提出することが出来るが、競争に参加するためには、開札の時において、当該有資格者であり、なおかつ競争参加資格の確認を受けていなければならない。
(8) 入札制限対象企業の参加 入札制限対象企業の指定を受けた者も上記3(4)により申請書等を提出することが出来るが、競争に参加するためには、開札日の前日までに特定調達契約の入札制限等に関する規則第8条に基づく入札制限適用除外申請書を提出し、経理責任者の承認を受けていなければならない。
(9) 手続きにおける交渉の有無無。

① Not come under Article 8 Cabinet Order concerning the Contract for NARO.
② Not come under Article 9 Cabinet Order concerning the Contract for NARO.
③ Have Grade A, B, C or D on “selling of products” in terms of the qualification for participating in tenders by NARO (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
④ Not being suspended from transactions by the request of the officials in charge of contract.
