(5) 調達に必要とされる基本的な要求要件
(1) 本院ならびにICCRCを中心として、
楠地区（地域医療活性化センターを含む）
全体の病院業務、臨床・医学研究を支援す
る基盤となる情報ネットワークシステムで
あり、複数のサーバ室に設置したスイッチ
間アグリゲーション構成等による高可用性
を備えていること。
(2) 病院情報管理システム（Hospital Information System以下、「HIS」という）における情報交換や、手術動画システムにおける多数動画ストリーム同時伝送等で必要となる低遅延広帯域伝送に対応したものであること。
(3) 本システムは、本院が導入を予定している新たなHIS（令和8（2026）年1月運用開始予定）に適合可能であること。
(4) 楠地区全体にユビキタスに高速かつ安定した無線LAN機能を提供するものであること。
(5) リモートメンテナンスや治験のリモートモニタリング業務などのために、外部からセキュリティを担保した接続（VPN接続）が可能であること。
(6) ネットワーク（無線LAN含む）は、複数の運用ポリシーの異なる独立した仮想論理ネットワークドメインとして構成できること。
(7) いわゆる出入口セキュリティ対策に加え、各仮想論理的ネットワークドメインを構成する複数の仮想LAN間あるいはスイッチポート間でのセキュリティ対策機能に対応したものであること。
(8) 仮想LAN間、特定IPアドレスグループ間等で、L2～L7における柔軟なアクセスコントロールが可能であること。
(9) 医療情報端末から論理的に分離するなど、安全にインターネットアクセスができる仮想ブラウザの仕組みを取り入れること。
(10) 多様な端末・ネットワークからアクセスでき、セキュリティを確保する検疫の仕組みを取り入れること。
(11) 種々の認証方式に対応したユーザー、ネットワーク機器の認証基盤を有すること。
6 Summary

(4) Basic requirements of the procurement :
(1) This is an information network system that serves as the foundation for supporting hospital operations, clinical and medical research across the entire Kusunoki District (including the Regional Medical Center), with the main hospital and ICCRC at its core. It should have high
availability achieved through configurations such as aggregation between switches installed in multiple server rooms.
(2) Support low-latency, high-bandwidth transmission required for information exchange in the Hospital Information Management System (referred to as "HIS") and simultaneous transmission of multiple video streams in the surgical video system.
(3) The system should be compatible with the new HIS (scheduled to commence operation in January of 2026) that the main hospital plans to introduce.
(4) Provide ubiquitous, high-speed, and stable wireless LAN functionality throughout the Kusunoki District.
(5) Allow secure connections (VPN connections) from external sources for tasks such as remote maintenance and remote monitoring of clinical trials, ensuring security.
(6) The network (including wireless LAN) should be configurable as multiple independent virtual logical network domains with different operational policies.
(7) Support security measures among multiple virtual LANs or switch ports constituting each virtual logical network domain, besides conventional ingress/egress security measures.
(8) Allow flexible access control at L2 to L7 levels among virtual LANs, specific IP address groups, etc.
(9) Incorporate mechanisms such as logically isolating from medical information terminals to safely enable Internet access through virtual browsers.
(10) Incorporate quarantine mechanisms to ensure security while allowing access from various terminals and networks.
(11) Have an authentication infrastructure for users and network devices supporting various authentication methods.
(12) Have capabilities for constant monitoring, logging, and position tracking of wired and wireless networks, as well as operational support functions like alerting as per conditions.
(13) Provide necessary technical information for operating the system and conduct educational training for university staff throughout the contract period.
(14) Have a comprehensive operation and maintenance management system for the system and provide maintenance services promptly.
