次のとおり一般競争入札に付します。

1 調達内容

(2) 調達件名 運用管理に係る将来構想検討業
務（2024年度）
(3) 契約期間 契約締結日の翌日から240日間
(4) 入札方法 落札決定にあたっては、入札書
に記載された金額に当該金額の10%に相当す
る額を加算した金額（当該金額に1円未満の
端数があるときは、その端数金額を四捨五入
するものとします。）をもって落札価格とする
ので、入札者は、消費税及び地方消費税に係
る課税事業者であるか免税事業者であるかを
問わず、見積もった契約希望金額の110分の
100に相当する金額を入札書に記載すること。
入札書に記載する金額は、総価（総価は、
1円の位まで計上できるものとする。）にて記
載すること。
(5) 本件は、電子契約によることができる（詳
細は入札（見積）者に対する指示書を参照）
2 競争参加資格
(1) 当社ホームページに掲載の「中日本高速道
路株式会社契約規則」第11条の規定に該当し
ない者であること。
(2) 令和6年6月10日（月）までに以下の書類
（以下「申請書等」という。）を提出し、一般
競争入札参加資格の必要条件を満たすことの
確認を受けた者であること。
① 競争参加資格確認申請書（様式1）
② 商業登記簿謄本の写し
③ 直近の財務諸表類（貸借対照表、損益計
算書、株主資本等変動計算書及び注記表）
④ 過去3ヶ月以内に発行された納税証明書
の写し（その3・その3の2・その3の3
のうち、いずれか一枚）
※新型コロナウイルス感染症の影響等によ
り特例猶予に基づく猶予制度の適用を受
けている場合は、「納税の猶予許可通知
書」又は「納税証明書（その1）」の写し
でもよい。
⑤ 会社の経歴を記載した書類
⑥ 下記(3)を証明する書類（様式2及び添付
書類）
(3) 2018年4月1日から2023年3月31日の期間
に当社又は他の法人との単一の契約において
元請として、情報システムの運用管理に係る
検討業務を実施していること。
なお当社以外への履行実績の場合は、契約
書の表頭部および仕様書での確認を行うもの
とする。
(4) 上記(2)に示す申請書等の提出期限から開札
の日までの期間に資格登録停止又は取引停止
を受けている期間中でないこと。
(5) 入札に参加しようとする者の間に資本関係
又は人的関係がないこと。

(3) 入札者は、開札日の前日までの間において、
契約責任者から申請書類等に関して説明を求
められた場合は、それに応じなければならな
い。
(4) 入札の無効 本公告に示した競争参加資格のない者の行った入札、申請書等に虚偽の記載をした者の行った入札及び入札に関する条件に違反した者の行った入札は無効とする。

(6) 落札者の決定方法 契約制限価格の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。落札となるべき同価格の
入札を行った者が2人以上あるときは、当該
入札を行った者にくじを引かせて、落札者と
なるべき者を決定するものとする。

(9) 本業務の受注者は、本業務に関連して実施するシステム構築に係る競争入札への参加は認められない。
5 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the open tender are those who shall :
① not come under Article 11 of the Central Nippon Expressway Company Limited's regulation concerning the contract procedures
② have been qualified through the examination of the documents submitted.
Submit following documents till 4:00 P.M 10 June, 2024. (by registered mail till 4:00 P.M 10 June, 2024.)
• Copy of the commercial register
• The latest financial statements
• Copy of certificate of tax payment
• Document describing the company career
③ During the period from April 1, 2018 to March 31, 2023, the applicant has been engaged in the study of the operation and management of the information system as a prime contractor under a single contract with the Company or another corporation. In the case of a performance record other than the Company, it shall be confirmed at the front of the contract and in the specifications.
④ have not received suspension of designated contractor status after the acceptance of application form for this tender.
⑤ not have capital relationship and personnel relationship with other bidders.
(7) Time-limit for tender : Until 4:00 P.M 10 June, 2024 (tenders submitted by registered mail until 4:00 P.M 10 June, 2024)
