次のとおり一般競争入札に付します。

1 調達内容

(2) 購入等件名及び数量 筑波技術大学天久保
地区、春日地区で使用する電気 一式
(3) 調達件名の特質等 入札説明書による。

(5) 納入場所 筑波技術大学
(6) 入札方法 入札金額は各社において設定す
る契約電力に対する単一の単価（kWh）及
び使用電力量に対する単価を記載すること。
（小数点以下を含むことができる。）落札の決
定は、本学が提示する予定使用電力量の対価
を入札書に記載された入札金額に従って計算
した総価で行うので、当該総価を上記の単価
と併せて記載すること。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10パーセントに相
当する額を加算した金額（当該金額に1円未
満の端数があるときは、その端数金額を切り
捨てるものとする。）をもって落札価格とする
ので、入札者は、消費税及び地方消費税に係
る課税事業者であるか免税事業者であるかを
問わず、見積もった契約金額の110分の100に
相当する金額を入札書に記載すること。
2 競争参加資格
(1) 国立大学法人筑波技術大学の契約事務取扱
規程第6条の規定に該当しない者であるこ
と。なお、未成年者、被保佐人又は被補助人
であって、契約締結のために必要な同意を得
ている者は、同条中、特別の理由がある場合
に該当する。
(2) 国の競争参加資格（全省庁統一資格）にお
いて令和6年度に関東・甲信越地域の「物品
の販売」のA、B又はC等級に格付けされて
いる者であること。なお、当該競争参加資格
については、令和5年3月31日付け号外政府
調達第60号の官報の競争参加者の資格に関す
る公示の別表に掲げる申請受付窓口において
随時受け付けている。
(3) 電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(4) 省CO₂化の要素を考慮する観点から、入札
説明書に記載する基準を満たす者であるこ
と。
(5) 国立大学法人筑波技術大学の契約事務取扱
規程第7条の規定に基づき、契約担当役が定
める資格を有する者であること。
(6) 契約担当役から取引停止の措置を受けてい
る期間中の者でないこと。

5 Summary

(6) Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
A not come under Article 6 of the Regula-
tion concerning the Contract for National
University Corporation Tsukuba Univer-
sity of Technology Furthermore, minors,
Person under Conservatorship or Person
under Assistance that obtained the con-
sent necessary for concluding a contract
may be applicable under cases of special
reasons within the said clause,
B have the Grade A, Grade B or Grade C
qualification during fiscal 2024 in the
Kanto・Koshinetsu area in offer of ser-
vices for participating in tenders by Sin-
gle qualification for every ministry and
agency,
C have registered as a retail electric en-
terprise in accordance with Article 2-2
of the Electricity Utilities Industry Law,
D fulfill the requirement mentioned in the
tender manual that are stated from the
viewpoint of reducing CO₂.
E meet the qualification requirements
which The Obligating Officer may spec-
ify in accordance with Article 7 of the
Regulation,
F not be currently under a suspension of
business order as instructed by The Ob-
ligating Officer.
