②電子調達システムによる参加を希望する
者は、上記3(4)に定める受領期限までに申
請書を上記3(2)に示すURLに提出しなけ
ればならない。
なお、①、②いずれの場合も、開札日の前
日までの間において必要な申請書の内容に関
する契約担当官等からの照会があった場合に
は、説明しなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札、申請書に虚偽の記載を
した者のした入札及び入札に関する条件に違
反した入札は無効とする。
(5)契約書の作成の要否要
(6)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で、最低価格をもって有効な入札を行った者
を落札者とする。ただし、落札者となるべき
者の入札価格によっては、その者により当該
契約の内容に適合した履行がされないおそれ
があると認められるとき、又はその者と契約
を締結することが公正な取引の秩序を乱すこ
ととなるおそれがあって著しく不適当である
と認められるときは、予定価格の制限の範囲
内の価格をもって入札した他の者のうち最低
価格をもって入札した者を落札者とすること
がある。また、落札者となるべき者の入札価
格が予決令第85条に基づく調査基準価格を下
回る場合は、予決令第86条の調査を行うもの
とする。

in the fiscal year 2025/2026/2027
③ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order
④acquire the electric certificate in case
of using the Electric Procurement system
