(3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書で示す機能証明書等を作成し、提出期限までに提出しなければならない。提出された機能証明書等を支出負担行為担当官が審査した結果、この公告に示した業務を履行することができると認められた者に限り、入札に参加することができるものとする。
なお、提出した機能証明書等について説明を求められたときは、これに応じなければならない。
(4) 入札の無効 この公告に示した競争参加資格のない者がした入札及び入札に関する条件に違反した入札は、無効とする。

(6) 落札者の決定方法 この公告に示した業務を履行することができると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A or B "Manufacture of products" "Sale of products" or "Offer of services" in terms of the qualification for participating in tenders laid down by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal year of 2025, 2026, 2027. ④Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
