4 その他
(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書の他に当機構の交付する仕様書に基づき、製作仕様書及び付属説明資料等（以下「製作仕様書等」という。）をそれぞれの受領期限までに提出しなければならない。入札者は、開札日の前日までの間において、契約担当役から製作仕様書等に関し説明及び協議を求められた場合は、それに応ずる義務を負うものとし、必要な場合には製作仕様書等の変更に応ずべきものとする。
(4) 技術審査 契約担当役が入札者の作成した製作仕様書等を(5)に示す技術審査基準により審査し、採用し得ると判断した製作仕様書を提出した入札者の入札書のみを落札決定の対象とする。
(5) 技術審査基準 製作仕様書等が当機構の交付する仕様書に示す事項を満たしており、使用目的等に適合すると認められたものであること。
(6) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。
(7) 契約書作成の要否 要。
(8) 落札者の決定方法 (4)の技術審査により落札決定の対象となった入札書を提出した入札者であって、当機構の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
(9) 手続における交渉の有無 無。
