6 Summary

(2) Classification of the products to be procured: 26
(3) Nature and quantity of the products to be required:
① Electricity to be used in the House of Councillors building and other facility Electricity contract 4,384kW. The estimated electricity 12,632,448kWh.
② Electricity to be used in the Kojimachi Members Apartment of the House of Councillors and other facilities Electricity contract 364kW. The estimated electricity 1,539,156kWh.
(4) Delivery period: From 1 September 2026 through 31 August 2027.
(5) Delivery place: Refer to the tender explanation.
(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender shall be those who:
① do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting.
② do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have Grade A, or B on “manufacturing of products” or “selling of products” in terms of the qualification for participating in tenders laid down by the House of Councillors (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
④ Do not be a person receiving a nomination stop from the House of Councillors.
⑤ Do not be a person receiving a nomination stop from the Government Agencies.
⑥ have registered in accordance with Article 2-2, Electricity Utilities Industry Law.
⑦ Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO₂.
⑧ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
