(3) 入札者に要求される事項 この一般競争参加を希望する者は、入札説明書及び仕様書に示す書類を事前に提出しなければならない。入札者は、支出負担行為担当官から当該書類に関し説明を求められた場合は、これに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書その他入札の条件に違反した者の提出した入札書は無効とする。

(6) 落札者の決定方法 本公告に示した物品を納入できると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。ただし、当該入札額が予算決算及び会計令第85条の規定に基づき設定された低入札価格調査基準に該当することとなったときは落札者の決定を保留し、予算決算及び会計令第86条の1項の規定に基づき調査（以下「低入札価格調査」という。）を行う。なお、低入札価格調査の結果によっては、予定価格範囲内の最低価格をもって申し込みをした者を落札者とせず、予定価格範囲内の価格をもって申し込みをした他の者のうち、最低の価格をもって申し込みをした者を落札者とする場合がある。
