4 その他
(1) 契約手続において使用する言語及び通貨

(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、本公告に示した業務が
履行できることを証明する書類を指定する期
日までに提出しなければならない。また、上
記証明書類とあわせて暴力団等に該当しない
旨の誓約書を提出しなければならない。
入札者は、支出負担行為担当官から当該書
類に関し説明を求められた場合は、これに応
じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札の条件に違反した者の提出し
た入札書は無効とする。
また、入札に参加した者が、(3)の誓約書を
提出せず、又は虚偽の誓約をし、若しくは誓
約書に反することとなったときは、当該者の
入札を無効とするものとする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 本公告に示した業務を
履行できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った者を落札者とする。ただし、落札者と
なるべき者の入札価格によっては、その者に
より当該契約の内容に適合した履行がなされ
ないおそれがあると認められたとき、又はそ
の者と契約を締結することが公正な取引の秩
序を乱すこととなるおそれがあって著しく不
適当であると認められるときは、予定価格の
制限の範囲内の価格をもって入札した他の者
のうち次に有利な者を落札者とすることがあ
る。

5 Summary
(1) Contracting Entity: Miura Masaki, Director, Department of Administration, National Rehabilitation Center for Persons with Disabilities
(2) Classification of the services to be procured: 15, 28
(3) Nature and quantity of the services to be required: Upgrade of the LAN system equipment in the building, 1 set
(4) Fulfillment period: From the date of contract through March 31, 2027
(5) Fulfillment place: National Rehabilitation Center for Persons with Disabilities
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ Are not being suspended from transactions by request of the officials in charge of contract
④ have Grade A, B or C on “sale of product” or “offer of services, etc” in the Kanto-Koshinetsu Area in terms of the qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027
⑤ prove to have no false statement in tendering documents
⑥ prove neither the business condition nor credibility is deteriorating
⑦ meet the qualification requirements which the Obligation Officer may specify in accordance with Article 73 of the Cabinet Order
(7) Time-limit for the tender: 10:00 a.m.
