2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。

(4) 本機構理事長から取引停止を受けている期間中でないこと。
(5) 「暴力団員による不当な行為の防止等に関する法律」に規定するところの暴力団員及びその構成員、準構成員又はその関係者でないこと。
(6) 本調達に関連する者（受託者、再委託先等）はISMS (Information Security Management System) 及び、プライバシーマークの認証を取得している又はこれに類する個人情報その他の取扱基準を確立していることを明確にすること。
(7) 本件と同等以上の規模の受託実績を3者（受託実績が同一組織の場合、別部署であっても1者とみなす）以上有すること。
(8) 一元的に対応できる体制を備えていること。本調達に関連する者（受託者、再委託先）が日本語による対応を行えること。
3 入札書の提出場所等

(2) 入札説明書の交付方法 本機構ホームページからのダウンロードで交付。
本公告の日から交付する。パスワードが必要となるので、電子メールで(keiri-k@jasso.go.jp)まで、以下の要領でパスワードの送付を依頼すること。
電子メールの件名を「パスワード交付依頼（※入札件名を記載）」し、電子メールの本文に、会社名、全省庁統一資格の業者コード、担当部署、担当者氏名、電話番号、FAX番号、メールアドレスを記載すること。
(3) 事前提出書類の受領期限 令和8年6月22日（月）午後5時00分
(4) 入札書等の受領期限 令和8年7月31日（金）午後5時00分

4 その他
(1) 契約手続きにおいて使用する言語及び通貨日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。ただし、落札者が契約を結ばない場合には、落札価格の5パーセントに相当する違約金を支払わなければならない。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書に入札説明書に示す提出書類を添付し、入札書の受領期限までに提出しなければならない。入札者は、開札日の前日までの間において、本機構から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札説明書による。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 本公告に示した物品を納入できると理事長が判断した入札者であって、本機構契約事務取扱細則第12条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
(7) 手続における交渉の有無 無。

5 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have the Grade A or B in terms of the qualification for Participating intender of the “sales of product” and “offer of services” by Ministry of Education, Culture, Sports, Science and Technology, (Single qualification for every ministry and agency) in the fiscal year, 2025, 2026, 2027.
④ not be currently under a suspension of business order as instructed by the President.
⑤ “Law about prevention of an unfair act by a gangster” be not the mobster and the member, the associate member or the person concerned going to be prescriptive in.
⑥ All parties involved in this procurement (contractors, subcontractors, etc.) must clearly state that they have obtained ISMS (Information Security Management System) and Privacy Mark certification, or have established similar standards for handling personal information and other related matters.
⑦ The applicant must have a track record of undertaking projects of a scale equivalent to or larger than this project with at least three other companies (even if the projects are from the same organization, they will be counted as one company even if they are from different departments).
⑧ The company must have a system in place to handle all matters centrally. All parties involved in this procurement (contractor, subcontractors) must be able to communicate in Japanese.
