(b) 紙入札方式により参加を希望する者は、
契約担当官等の交付する入札説明書に基づ
く書類を作成し、これを必要な証明書とと
もに所定の受領期限までに提出しなければ
ならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において契約担当官等から提出書
類に関する説明を求められた場合には、それ
に応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
の無い者のした入札、入札に関する条件に違
反した入札及び入札者に求められる義務を履
行しなかった者のした入札は無効とする。
(5) 契約書作成の要否 要。
本業務は、契約手続にかかる書類の授受を
電子調達システムで行う対象業務である。な
お、電子調達システムによりがたい場合は、
発注者の承諾を得て紙契約方式に代えるもの
とする。
(6) 落札者の決定方法 本公告に示した調達内
容を履行できると支出負担行為担当官が判断
した資料を提出した入札者であって、予決令
第79条の規定に基づいて作成された予定価格
の制限の範囲内で最低価格をもって有効な入
札を行った入札者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がされない恐れがあると認められ
るとき、又はその者と契約することが公正な
取り引きの秩序を乱すおそれがあって著しく
不適当であると認められるときは、予定価格
の範囲内の価格をもって申し込みをした他の
者のうち、最低の価格をもって申込みをした
者を落札者とする。
