(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
i) not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
ii) not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
iii) Under the qualification for participation in tenders by the Ministry of Land, Infrastructure and Transport (Unified Qualification for All Ministries and Agencies) for fiscal years 2025, 2026, and 2027, the entity shall be classified as Grade A, B, C, or D in 'Selling'. Furthermore, entities numbered ① and ④ shall hold qualifications for participation in tenders in the Kanto・koshinetsu area, and entities numbered ② and ③ shall hold qualifications for participation in tenders in either the Kanto・koshinetsu area or the Tokai・hokuriku area.
iv) The person who is not being suspended from Transactions by the request of the officials in charge of contract.

2 競争参加資格
(1) 情報通信研究機構契約事務細則第3条及び第4条の規定に該当しない者であること。
(2) 令和7・8・9年度の国の競争参加資格(全省庁統一資格)又は情報通信研究機構による競争参加資格を有すると認められた者であること。
(3) 情報通信研究機構、総務省又は他府省等から指名停止を受けている期間中でないこと。
ただし、総務省又は他府省等における処分期間については、当機構の処分期間を超過した期間は含めない。
(4) 電子入札システムによる場合は、電子認証(ICカード)を取得していること。
