1 調達内容
(1) 品目分類番号 26
(2) 購入等件名及び数量 海上保安学校で使用する電気 契約電力 838kW 年間予定使用電力量 3,101,460kWh

(6) 入札方法 入札金額は、各社において設定する契約電力に対する単価(kW単価、同一月においては単一のものとする。)及び使用電力量に対する単価(kW単価、同一月においては単一のものとする。)を根拠(小数点以下を含むことができる。)とし、当校が提示する契約電力及び予定使用電力の対価を入札金額とすること。なお、入札価格の算定にあたっては、燃料調整、太陽光発電促進賦課金及び電気事業者による再生エネルギー電気の調達に関する特別措置法に基づく賦課金は考慮しないものとする。
(7) 入札書の記入方法等 落札者の決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(8) 電子調達システムの利用 本案件は、電子調達システムで行う対象調達案件である。なお、電子調達システムによりがたい者は、紙入札方式参加願の提出をもって紙入札方式に代えるものとする。その他詳細については、入札説明書による。
2 競争参加資格
(1) 予算決算及び会計令(以下「予決令」という。)第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予決令第71条の規定に該当しない者であること。
(3) 令和7・8・9年度国土交通省競争参加資格(全省庁統一資格)において、「物品の販売」のA、B、C又はD等級に格付けされ、近畿地域の競争参加資格を有するものであること。
(4) 当該部局において指名停止の措置を受け、指名停止期間中でない者。
(5) 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずるものとして、国土交通省発注の公共事業等からの排除要請があり、当該状態が継続している者でないこと。
(6) 電子調達システムによる場合は、電子認証(ICカード)を取得していること。
(7) 電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(8) 競争参加資格の申請の時期及び場所 「競争参加者の資格に関する公示」(令和7年3月31日付官報)に記載されている時期及び場所で申請を受け付ける。
