(2) 入札保証金及び契約保証金
① 入札保証金 免除
② 契約保証金 落札者となった場合は、契約金額の100分の10以上の契約保証金を納付するものとし、契約保証金は契約者がその義務を履行しないときは、国庫に帰属する。
③ 5(2)②の保証金以上の金額につき、保険会社との間に国を被保険者とする履行保証保険契約を結んだときは、これを免除する。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書のほかに必要な証明書等を入札書の受領期限までに提出しなければならない。入札者は、開札日の前日までの間において、分任支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have Grade :
