4 その他
(1) 契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 全額免除とす
る。
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、運用仕様書等事前審査
に関する書類等を令和8年3月12日12時00分
までに、競争参加資格に関する証明書等令
和8年3月18日12時00分までに提出しなけれ
ばならない。入札者は、開札日の前日までの
間において、全国健康保険協会事務担当者か
ら当該書類等に関し説明を求められた場合
は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札条件に違反した入札は無効と
する。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 本公告に示した業務を
履行できると全国健康保険協会理事長が判断
した資料を添付して入札書を提出した入札者
であって、全国健康保険協会会計規程第32条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った入札者を落札者とする。

5 Summary
(1) Official in charge of disbursement of the

sociation
(2) Classification of the products to be pro-
cured: 71, 27, 53
(3) Nature and quantity of the services to be
required: Outsourcing the operations re-
lated to individual numbers collection, in-
cluding receiving responses and screening
(4) Contract term: From 10 April 2026 to 30
June 2027
(5) Delivery place: Place designated by Ja-
pan Health Insurance Association
(6) Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under the Article 30 of the
Japan Health Insurance Association Or-
der concerning the accounts regulations
② Not come under the Article 31 of the
Japan Health Insurance Association Or-
der concerning the accounts regulations
③ Possess the Grade A or Grade B in
"Service" in terms of the qualification for
participating in tenders by the Ministry
of Health, Labour and Welfare (Single
qualification for every ministry and agen-
cy) in fiscal year 2025, 2026, and 2027
④ Prove to have the ability to provide
sufficient service with certainty
⑤ Prove to have no false statement in
tendering application forms or attached
documents
⑥ Prove neither the business condition
nor credibility is deteriorating
⑦ Being the person who does not take
compensation for damages request from
Japan Health Insurance Association
⑧ Do not come out of Japan Health Insur-
ance Association during a period taking a
nomination stop about duties
⑨ Enterprise have qualification of priva-
cy mark or ISO/IEC27001 or JIS Q 27001
⑩ Enterprise have qualification of
ISO9001
⑪ Pass prior documents examination
⑫ Other things depend on the Bid Instruc-
tions
