(1) 契約手続において使用する言語及び通貨

(3) 入札の無効 この一般競争に参加を希望す
る者は、封印した入札書に入札説明書で示し
た総合評価のために必要な書類を添付して入
札書の受領期限までに提出しなければならな
い。入札者は、開札日の前日までの間におい
て、支出負担行為担当官から当該書類に関し
説明を求められた場合は、それに応じなけれ
ばならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札及び入札の条件に違
反した入札は無効とする。

(6) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内であり、入札説明書で指定する
性能等の要求要件のうち必須とされた項目の

最低限の要求要件を満たしている提案をした
入札者の中から、入札説明書で定める総合評
価の方法をもって落札者を決定する。
