次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号 71、27
(2) 業務名 エコチル調査データ管理システム
の更改及び運用保守業務

(6) 入札方法 落札決定は、総合評価の方法を

① 総合評価のための性能、機能、技術等に
関する書類（以下「提案書等」という。）を

た金額に課税対象金額の10パーセントに相
当する額を加算した金額（当該金額に1円
未満 の端数があるときは、その端数金額

者であるかを問わず、見積もった契約金額
から課税額を除いた金額を入札書に記載す
ること。
(7) 電子入札システムの利用 本件は、入札等
を国立研究開発法人国立環境研究所電子入札
システムで行う対象案件である。なお、電子
入札システムによりたい者は、発注者に書
面により申出のうえ、紙入札によることがで
きる。
2 競争参加資格
(1) 令和7・8・9年度環境省競争参加資格
（全省庁統一資格）「役務の提供等」の「情報
処理」又は「ソフトウェア開発」において「A」、
「B」又は「C」の等級に格付けされている
者であること。
(2) 国立研究開発法人国立環境研究所契約事務
取扱細則第5条の規定に該当しない者である
こと。なお、未成年者、被保佐人又は被補助
人であって、契約締結のために必要な同意を
得ている者については、同条中、特別の理由
がある場合に該当する。
(3) 国立研究開発法人国立環境研究所契約事務
取扱細則第6条の規定に該当しない者である
こと。
(4) 契約者等から取引停止の措置を受けている
期間中の者でないこと。
(5) 入札説明書において示す暴力団排除等に関
する誓約事項に誓約できる者であること。
(6) 電子入札システムによる場合は、電子認証
（ICカード）を取得していること。
(7) その他国立研究開発法人国立環境研究所が
別に定める資格を有することを証明した者で
あること。
