(1) 契約手続きにおいて使用する言語及び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項
① 電子調達システムにより参加を希望する者は、証明書等を3(3)①の提出期限までに、3(1)に示すURLに提出しなければならない。
② 紙入札方式により参加を希望する者は、必要な証明書等を3(3)①の提出期限までに、3(1)に示す場所に提出しなければならない。
③ 開札日の前日までの間において支出負担行為担当官から証明書等の内容に関する照会があった場合には、説明しなければならない。
(4) 入札の無効 本公告に示した競争参加資格を有しない者のした入札、証明書等に虚偽の記載をした者のした入札、入札に関する条件に違反した入札、記名を欠く入札（押印を省略する場合、「本件責任者及び担当者」の氏名・連絡先の記載がない入札）は無効とする。（入札説明書、関東地方整備局競争契約入札心得、一般競争入札（電子調達システム）に際しての注意事項参照）
(5) 契約書の作成の要否 要。
本業務は、契約手続にかかる書類の授受を電子調達システムで行う対象案件である。
なお、電子調達システムによりがたい場合は、発注者の承諾を得て紙契約方式に代えるものとする。
(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
(7) 手続きにおける交渉の有無 無。

② have Grade A, B, C or D on “sale of product” in Kanto Koushinetsu Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2025/2026/2027
③ not be under suspension of nomination by Director-General of Kanto Regional Development Bureau from Time-limit for the submission of application forms and relevant documents for qualification to Bid Opening.
④ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned.
⑤ The person who obtained a bid manual from the person of ordering directly.
⑥ Being an oil distributor based on the Oil Stockpiling Act.
