4 その他
(1) 契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、当局の交付する入札説
明書に示す申請書に必要書類を添えて、提出
期間内に提出しなければならない。なお、当
局から当該書類に関する説明を求められた場
合には、それに応じなければならない。
(4) 入札の無効 競争参加資格のない者のした
入札、申請書等に虚偽の記載をした者のした
入札及び入札に関する条件に違反した入札は
無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低価格をもって有効な入札を行った入札
者を落札者とする。ただし、落札者となるべ
き者の入札価格によっては、その者により当
該契約の内容に適合した履行がなされない恐
れがあると認められるとき、又はその者と契
約を締結することが公正な取引の秩序を乱す
こととなる恐れがあって著しく不適当と認め
られるときは、予定価格の制限の範囲内の価
格をもって入札した他の者のうち最低価格を
もって入札した者を落札者とすることがあ
る。
(7) 手続における交渉の有無 無
(8) 本調達に係る開札は、落札決定を保留した
上で行うものであり、落札及び契約締結は、
令和8年4月1日とするが、当該調達に係る
令和8年度の予算成立が4月2日以降となっ
た場合は、予算成立日とする。
また、暫定予算となった場合、予算措置が
全額計上されているときは全額の計上とする
が、全額計上されていないときは全体の契約
期間に対する暫定予算の期間分のみの契約と
する。

dering procedures : Suppliers eligible for
participating in the proposed tender are
those who shall :
① not come under Article 70 and 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting
② have Grade A, B or C “Selling of prod-
ucts” in the Tokai Hokuriku district, in
terms of the qualification for participat-
ing in tenders by Ministry of Land, Inf-
rastructure, Transport and Tourism
(Single qualification for every ministry
and agency) in the fiscal year 2025/
2026/2027
③ have notified the relevant authorities,
in accordance with the Petroleum Stock-
piling Law (Law No. 96 of 1975), to initi-
ate business of selling Petroleum Prod-
ucts.
④ not be the stated person under the com-
mencement of reorganization procee-
dings or under the beginning of rehabili-
tation proceedings (except for the person
who has the procedure of reapplication
under the notification of the competing
participation qualification).
⑤ not be under suspension of nomination
by Director-General of Chubu Regional
Development Bureau from Time-limit for
submission of certificate to Bid Opening.
⑥ be unrelated to other participant about
capital and human capital.
⑦ not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
