(3) 入札者に要求される事項 この一般競争に 参加を希望する者は、本公告に示した業務が 履行できることを証明する書類を指定する期 日までに提出しなければならない。入札者は、 支出負担行為担当官から当該書類に関し説明 を求められた場合は、これに応じなければな らない。
また、入札に参加を希望する者は、上記証 明書類とあわせて暴力団等に該当しない旨の 誓約書を提出しなければならない。
(4) 入札の無効 本公告に示した競争参加資格 のない者の提出した入札書、入札者に求めら れる義務を履行しなかった者の提出した入札 書、その他入札の条件に違反した者の提出し た入札書は無効とする。
また、入札に参加した者が、(3)の誓約書を 提出せず、又は虚偽の誓約をし、若しくは誓 約書に反することとなったときは、当該者の 入札を無効とするものとする。

(6) 落札者の決定方法 本公告に示した業務を 履行できると支出負担行為担当官が判断した 入札者であって、予算決算及び会計令第79条 の規定に基づいて作成された予定価格の制限 の範囲内で最低価格をもって有効な入札を 行った者を落札者とする。

(6) Qualification for participating in the ten- dering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabi- net Order concerning the Budget, Audit- ing and Accounting. Furthermore, mi- nors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
② not come under Article 71 of the Cabi- net Order concerning the Budget, Audit- ing and Accounting
③ Are not being suspended from transac- tions by request of the officials in charge of contract
④ have Grade A, B or C "sale of product" in the Kanto-Koshinetsu Area in terms of the qualification for participating in ten- ders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027
⑤ prove to have no false statement in ten- dering documents
⑥ prove neither the business condition nor credibility is deteriorating
⑦ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabi- net Order
