4 調達ポータルの利用
本件は、調達ポータルを利用した応札及び入
開札手続により実施するものとする。
ただし、紙による入札書の提出も可とする。
5 その他
(1) 入札及び契約手続において使用する言語及
び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、入札説明書で示した入
札参加のために必要な書類をそれぞれの受領
期限までに提出しなければならない。また、
入札者は、開札日の前日までの間において、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内であり、入札説明書で指定する
性能等の要求要件のうち必須とされた項目の
最低限の要求要件を全て満たしている提案を
した入札者の中から、入札説明書で定める総
合評価の方法に基づく計算を行い、得点の最
も高い者をもって落札者を決定する。ただし、
落札者となるべき者の入札価格によっては、
その者により当該契約の内容に適合した履行
がされないおそれがあると認められるとき、
又はその者と契約を締結することが公正な取
引の秩序を乱すこととなるおそれがあって著
しく不適当であると認められるときは、予定
価格の範囲内の価格をもって入札した他の者
のうち総合評価の方法による得点の最も高い
ものをもって入札した者を落札者とすること
がある。

(c) have Grade "A" or "B" offer of services
etc in the Kanto-Koshinetsu district, in
terms of the qualification for participat-
ing in tenders related to Ministry of Fi-
nance (Single qualification for every min-
istry and agency) in the fiscal years 2025,
2026 and 2027.
(d) have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
(e) an eligible person is a person whose
business condition and credit are deemed
not to be a sever degradation, and who is
sure to implement the contract.
