4 政府電子調達システムの利用
本業務は、政府電子調達システムを利用した応札及び入開札手続により実施するものとする。ただし、紙による入札書等の提出も可とする。
5 その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、当局が交付する入札説明書に基づいた入札書等を期限までに提出しなければならない。ただし、政府電子調達システムにおいて障害が発生した場合には、別途通知する日時に変更する場合がある。入札者は、開札日の前日までの間において、分任支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の入札及び入札説明書により示した入札に関する条件に違反した場合は無効とする。
また、政府電子調達システムによる入札の場合において、「調達ポータル・電子調達システム利用規約」に違反した者の入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予定価格の制限の範囲内で最低の価格をもって入札した者を落札者とする。ただし、本件入札が予算決算及び会計令第84条に該当する場合に申込みの価格によっては、その者により契約の内容に適合した履行がされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、その者を落札者としないことがある。
(7) 令和8年度予算の成立及び予算が執行可能となるまでの間は、本公告中「落札者」とあるものは「落札候補者」と読み替えるものとする。

6 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, person under conservatorship or person under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have grade A or B or C in the services (Management and Maintenance of building) in terms of the qualification for participating in tenders by Organizations in the Hokkaido area related to the Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027. In the “C” grade of the competition qualification (unified qualification for all ministries and agencies), the applicant must have performed daily cleaning work of approximately 10,000m² per building for approximately one year continuously since FY 2023.
④ At least one person must have a building environmental sanitation management engineer’s license prescribed in Article 7, Paragraph 1 of the Act on Securing Sanitary Environment in Buildings.
⑤ The applicant must be registered as a building cleaning business or a comprehensive building environmental sanitation management business with the Hokkaido governor who has jurisdiction under Article 12-2, Paragraph 1 of the Act on Securing a Sanitary Environment in Buildings. The business must be registered as a building cleaning business or a comprehensive building environmental sanitation management business with the competent Hokkaido governor in accordance with Article 12-2, Paragraph 1 of the Building Sanitation Law. (In the case of a business association, cooperative association, business cooperative, small business cooperative, federation of cooperatives, commercial association, federation of commercial associations, shopping district promotion association, or federation of shopping district promotion associations, the association and its members must have registered their business.)
⑥ As a person in charge of the work, the company must be able to have an employee with at least six months of company experience who meets the requirements of Article 25, Item 2 of the Enforcement Regulations of the Law Concerning Maintenance of Sanitary Environment in Buildings, stationed full-time at the cleaning site.
⑦ The applicant must have a business office or other business location in Kushiro City or Kushiro Town.
⑧ Not those who are judged to be inappropriate as the other party to a contract on account of having violated any of the clauses of contract and illegal or unfair act previously made with an official in charge of any of the relevant local bureaus, or branch bureaus, or divisions, or offices.
⑨ Have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials in charge of disbursement of the procuring entity).
⑩ Be a person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose performance of a contract can be properly guaranteed.
⑪ The bidder must have received or delivered the bidding instructions, etc.
