(1) 契約手続において使用する言語及び通貨 日本語及び日本国通貨

(3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書に示す競争参加資格を有することを証明する書類を競争参加資格確認申請書の受領期限までに提出し、申請書及び性能、機能、技術等(以下「性能等」という。)に関する書類(以下、「総合評価のための書類」という。)と封印した入札書を入札書の提出期限までに提出しなければならない。また、入札者は開札日の前日までの間において、当機構から当該書類に関し説明を求められた場合は、それに応じなければならない。なお、入札者の提出した総合評価のための書類は当機構において技術審査するものとし、採用し得ると判断した入札書のみを落札の対象とする。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

(6) 落札者の決定方法 独立行政法人都市再生機構会計規程(平成16年独立行政法人都市再生機構規程第4号)第52条の規定に基づいて作成された予定価格の制限の範囲内の入札金額を提示した入札者であって、入札説明書で指定する性能等の要求要件のうち必須とした項目の最低限の要求要件を全て満たしている入札者の中から、入札説明書で定める総合評価の方法をもって落札者を決定する。

5 Summary

(3) Nature and quantity of the services to be required: Procurement and project management support services related to the migration of the housing management system to a cloud platform for FY 2028-One set

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Articles 331 and 332 of the Urban Renaissance Agency's Rules for the Operation of Accounting Practice
② not be currently under a suspension of nomination as instructed by Head Office, Urban Renaissance Agency
③ not be the company where organized crime groups or their members substantially influence its management or a company in a similar situation
④ not a trustee or affiliated company of the following business

⑤ have been qualified for the proposal of procurement of "Rendering of service" through the Examination of qualifications for the Participation in the Competitive Tendering Procedures for Procuring Equipment in the East Japan District, Urban Renaissance Agency in the fiscal year 2025 and 2026
⑥ Must have at least one completed project since 2015 involving project management support for information processing related to migration of core systems for public institutions (with 3,000+ employees or annual revenue of 600 billion yen or more) or private companies
⑦ In performing this work, a General Supervisor and an Implementation Supervisor shall be assigned. However, if the Implementation Supervisor alone does not meet the requirements, the following requirements shall be satisfied together with the General Supervisor. :
• Experience supporting government procurement projects exceeding 800,000 SDR
• At least 5 years of management experience in project management support for core system migration
• At least 5 years of program management experience for multiple projects involving design, migration, testing, and operational handover
• Possession of relevant certifications (e.g., Project Manager, System Architect, IT Strategist, PMP)
⑧ Must assign Department Managers meeting similar requirements (with 3+ years of experience)
⑨ Must comply with all requirements in the specification document
⑩ Must hold ISO/IEC 27001:2022 or JIS Q 27001:2023 certification for ISMS or have Privacy Mark authorization
⑪ Must be able to accommodate on-site inspections in Japan
