(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、入札説明書に記載され
た提出書類を指定期日までに提出しなければ
ならない。また、開札日の前日までの間にお
いて、支出負担行為担当官から当該書類に関
し説明を求められた場合には、それに応じな
ければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は、無効とする。

(6) 落札者の決定方法 予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低価格をもって有効な入札を行った者を
落札者とする。

5 Summary

purchased: A-type heavy oil about 374,000
liters.
(4) Delivery period: From 1 April 2026 through 30 June 2026.
(5) Delivery place: Shimaneasahi Rehabilitation Program Center.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A or B “Sale of products” in terms of the qualification for participating in tenders laid down by the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal year 2025, 2026, and 2027.
