(6)Qualification for participating in the bid-
ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall: ①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article);②not apply to Article 71 of
the above-mentioned Cabinet Order;③
have Grade A, B or C in Selling classifica-
tion in terms of the qualification for partici-
pating in bids required by the Supreme
Court (single qualification for every minis-
try and agency) in the fiscal years2025,
2026 and 2027 and meet the qualification for
participating in bids within Kyushu-
Okinawa region; besides, those who have
Grade C in the said classification need to be
able to prove the record of experience of
supplying equivalent or superior electric
power to the case of this bid notice; ④have
a license to be a General Electricity Utility
in accordance with Article 2, paragraph 2
of the retail electricity company;⑤meet
the qualification requirement which the ob-
ligated officer may specify in accordance
with Article 73 of the above-mentioned Ca-
binet Order;⑥have not received suspen-
sion of designated contractor status from
the Supreme Court at the time of the open-
ing bids; and be a person who took an
explanatory paper for the bid
