(6)入札方法入札金額は、長崎地方裁判所庁
舎、長崎家庭裁判所庁舎、長崎地方裁判所大
村支部庁舎及び長崎地方裁判所佐世保支部庁
舎について、各社において設定する契約電力
に対する単価(kW単価、同一月においては
単一のものとする。)及び使用電力量に対する
単価(kWh単価、同一月においては単一の
ものとする。)を根拠(小数点以下を含むこと
ができる。)とし、当庁が提示する契約電力及
び予定使用電力量の対価を入札金額とするこ
と。なお、落札決定に当たっては、入札書に
記載された金額に当該金額の10パーセントに
相当する額を加算した金額(当該金額に1円
未満の端数があるときは、その端数金額を切
り捨てるものとする。)をもって落札価格とす
るので、入札者は、消費税及び地方消費税に
係る課税事業者であるか免税事業者であるか
を問わず、見積もった契約金額の110分の100
に相当する金額を入札書に記載すること。
(7)電子調達システムの利用本件は、入開札
手続を電子調達システムで行う対象案件であ
る。ただし、電子入札によりがたい者は、事
前に承諾を得て紙入札方式に代えることがで
きる。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度最高裁判所競争参加資
格(全省庁統一資格)の「物品の販売」にお
いてA又はB等級に格付けされ、九州・沖縄
地域の競争参加資格を有する者であること。
(4)電気事業法第2条の2の規定に基づき、小
売電気事業の登録を受けていること。
(5)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除,
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書その他入札の条件に違反した者の提出した
入札書は無効とする。
(4)契約書作成の要否要。
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。
(6)入札者に要求される事項この一般競争に
参加を希望する者は、本公告に示した業務が
履行できることを証明する書類を指定する期
日までに提出しなければならない。入札者は
支出負担行為担当官から当該書類に関し説明
を求められた場合は、これに応じなければな
らない。

(6)Qualification for participating in the bid-
ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall:①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article);②not apply to Article 71 of
the above-mentioned Cabinet Order;③
have Grade A or B in Selling classification
in terms of the qualification for participat-
ing in bids required by the Supreme Court
(single qualification for every ministry and
agency) in the fiscal years 2025, 2026 and
2027 and meet the qualification for partici-
pating in bids within Kyushu-Okinawa re-
gion;④have a license to be a General Elec-
tricity Utility in accordance with Article 2,
paragraph2 of the retail electricity compa-
ny;⑤meet the qualification requirement
which the obligated officer may specify in
accordance with Article 73 of the above-
mentioned Cabinet Order; ⑥have not re-
ceived suspension of designated contractor
status from the Supreme Court at the time
of the opening of bids; and ⑦be a person
who took an explanatory paper for the bid
