次のとおり一般競争入札に付します。

(3)調達件名の特質等入札説明書及び仕様書
による。

(5)履行場所仕様書による。
(6)入札方法入札金額は、入札者において設
定する契約電力に対する単価(キロワット単
価、同一月においては単一のものとする。)及
び使用電力量に対する単価(キロワット時単
価、同一月においては単一のものとする。)を
根拠とし、当所が提示する契約電力及び予定
使用電力量に基づき算出した各月の対価の使
用期間における総価を記入すること。
なお、入札時においては燃料費調整及び再
生可能エネルギー発電促進賦課金は考慮しな
いものとする。
落札決定にあたっては、入札書に記載され
た金額に当該金額の100分の10に相当する額
を加算した金額(当該金額に1円未満の端数
があるときは、その端数金額を切り捨てるも
のとする)をもって落札価格とするので、入
札者は消費税及び地方消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった契約希望金額の110分の100に相当す
る金額を記載した入札書を提出すること。(詳
細は入札説明書による。)
2競争参加資格
(1)国立研究開発法人海上・港湾・航空技術研究
所契約事務取扱細則第31条の規定に該当しな
い者であること。
(2)港湾空港技術研究所長から入札参加資格停
止の措置を受けていない者であること。
(3)国土交通省国土技術政策総合研究所副所長
から指名停止の措置を受けていない者である
こと。
(4)会社更生法に基づき、更生手続開始の申立
てがなされている者又は民事再生法に基づき
再生手続開始の申立てがなされている者(下
記2(6)の再認定を受けた者を除く。)ではない
こと。
(5)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省公共事業等からの排除要請があり、
当該状態が継続している者ではないこと,
(6)令和7・8・9年度国土交通省競争参加資
格(全省庁統一資格)「物品の製造」又は「物
品の販売」の競争参加資格を有している者で
あること。
(7)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(8)電子入札システムにより参加される場合
は、ICカードを取得し、電子入札システム
にて利用者登録を行う。登録を行う際には、
事前に当研究所の定めた業者番号の通知を受
けること。電子入札登録については、当研究
所のホームページで公表している。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨.
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この入札に参加
を希望する者は、上記2に示す必要な証明書
等を指定する期日までに提出しなければなら
ない。また、開札日の前日までの間において、
港湾空港技術研究所長から当該書類に関し説
明を求められた場合は、それに応じなければ
ならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札書、入札者に求められる
義務を履行しなかった者の提出した入札書、
提出した競争参加資格確認書類に虚偽の記載
をした者のした入札書及び入札に関する条件
に違反した入札書は無効とする。
(5)落札者の決定方法上記2の競争参加資格
を全て満たした者で、当該入札者の入札価格
が国立研究開発法人海上・港湾・航空技術研
究所会計規程第44条に基づいて作成された予
定価格の制限の範囲内で最低価格をもって有
効な入札を行った入札者を落札者とする。

dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not correspond to the Article 31 of the
National Institute of Maritime, Port and
Aviation Technology's contract handling
bylaw.
②not under suspension from designation
by the "Director General, PARI" of "Na-
tional Institute of Maritime, Port and
Aviation Technology
③not under suspension from designation
by the vice director of National Institute
for Land and Infrastructure Manage-
ment, Ministry of Land, Infrastructure,
Transport and Tourism
④ not come under a person who petition
for the commencement of rehabilitation
proceedings according to the Corporation
Rehabilitation Law nor a person who pe-
tition for the commencement of rehabili-
tation proceedings according to Civil Re-
habilitation Law (excluding a person who
is re-recognized in (6)⑥)
⑤not be the Eligibility contractor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned
⑥have on "manufacturing of products" or
"selling of products" in terms of the quali-
fication for participating in tenders by
the Ministry of Land, Infrastructure,
Transport and Tourism (Single qualifica-
tion for every ministry and agency) in the
Fiscal years 2025, 2026 and 2027.
