入札者は、消費税及び地方消費税に係る課税
事業者であるか免税事業者であるかを問わ
ず、見積もった契約金額の110分の100に相当
する金額を入札書に記載すること。
本件は、価格と価格以外の要素を総合的に
評価して落札者を決定する総合評価落札方式
の入札である。

2競争参加資格
(1)国立研究開発法人海上・港湾・航空技術研
究所契約事務取扱細則第31条の規定に該当し
ない者であること。ただし、未成年者、被保
佐人又は被補助人であって、契約締結のため
に必要な同意を得ている者については、この
限りでない。
(2)令和07・08・09年度国土交通省の競争参加
資格(全省庁統一資格)において、「役務の提
供等のA、B、C又はD等級に格付けされ、
関東・甲信越地域の競争参加資格を有する者
であること。
(3)国土交通省から指名停止処分を受けている
期間中の者でないこと。
(4)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省公共事業等からの排除要請があり、
当該状態が継続している者でないこと。
(5)その他の競争参加資格については、入札説
明書等による。

(2)入札説明書の交付方法3(1)の交付場所に
て令和7年9月26日10時00分から令和7年11
月14日12時00分の3(1)に掲げる場所にて交付
する。

館2階応接室(ただし、郵送による入札書の
受領期限については、令和7年12月3日16
時00分までに必着のこと。)
4その他
(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項
①本競争入札に参加を希望する者は、入札
説明書の記載に従い、必要な証明書等を所
定の受領期限までに、3(1)に掲げる場所に
提出しなければならない。
②本競争入札に参加を希望する者は、開札
日の前日までの期間において①に掲げる必
要な証明書等の内容について、国立研究開
発法人海上・港湾・航空技術研究所契約
担当役海上技術安全研究所長から説明を
求められた場合は、それに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5)契約書作成の要否要.

5 Summary
(1)Official in charge of disbursement of the

leased: Experimental single-cylinder en-
gine design and Adjustment of equipment
specifications for the basic design of the la-
boratory building 1 set

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 31 of the Na-
tional Institute of Maritime, Port and
Aviation Technology, Contract proce-
dere rules. Furthermore, minors, person
under conservatorship or person under
assistance that obtained the consent nec-
essary for concluding a contract may be
applicable under cases of special reasons.
②have Grade A, B, C or D in "Provision
of services" in the Kanto・Koushinetsu
area, in terms of the qualification for par-
ticipating in tenders by Ministry of Land,
Infrastructure, Transport and Tourism
(Single qualification for every ministry
and agency) in the fiscal year 2025/
2026/2027:
③ not be under suspension of nomination
by Ministry of Land, Infrastructure,
Transport and Tourism :
④ not be the business operators that a
gangster influences management substan-
tially or the person who has been request-
ed for exclusion from Ministry of Land,
