なお、本入札に係る落札及び契約締結は、当該
業務に係る令和8年度本予算が成立し、予算示達
がなされることを条件にするものです。

2競争参加資格
(1)予算決算及び会計令(昭和22年勅令第165
号。以下「予決令」という。)第70条の規定に
該当しない者であること。なお、未成年者、
被保佐人又は被補助人であって、契約締結の
ために必要な同意を得ている者は、同条中、
特別の理由がある場合に該当する。
(2)予決令第71条の規定に該当しない者である
こと。
(3)令和07・08・09年度農林水産省競争参加資
格(全省庁統一資格)「役務の提供等」におい
て、「A」、「B」又は「C」の等級に格付けさ
れている、東海・北陸地域の競争参加有資格
者であること。
(4)予決令第73条の規定に基づき、支出負担行
為担当官が定める資格を有する者であるこ
と。
(5)東海農政局長から、東海農政局物品の製造
契約、物品の購入契約及び役務等契約指名停
止等措置要領(平成26年11月25日付け26海総
第523号)に基づく指名停止を受けている期
間中の者でないこと。

(1)入札及び契約手続において使用する言語及

参加を希望する者は、必要な証明書等を上記
3の(3)の受領期限までに上記3の(1)に示す場
所に提出しなければならない。入札者は、開
札日の前日までの間において、支出負担行為
担当官から当該証明書等に関し説明を求めら
れた場合は、それに応じなければならない。
当該証明書等に関し説明の義務を履行しない
者は落札決定の対象としない。
(4)入札の無効本公告に示した競争参加資格
のない者の入札、申請書又は資料等に虚偽の
記載をした者の入札、入札に関する条件に違
反した入札及び東海農政局競争契約入札心得
第4条の3の規定に違反した者の入札は無効
とする。

であって、予決令第79条の規定に基づいて作
