(5)契約書作成の要否要
(6)落札者の決定方法最低価格落札方式とす
る。
予決令第79条の規定に基づいて作成された
予定価格の制限の範囲内で最低の価格をもっ
て有効な入札を行った者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち最低の価格を
もって入札した者を落札者とすることがあ
る。

③not be under suspension of nomination
by Director-General, Okinawa General
Bureau, from Time-limit for submission
of application forms and relevant docu-
ments for qualification to Bid Opening
④ not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Cabinet office is continuing
state concerned.
