(5)契約書作成の要否要
(6)落札者の決定方法最低価格落札方式とす
る。
予決令第79条の規定に基づいて作成された
予定価格の制限の範囲内で最低の価格をもっ
て有効な入札を行った者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち最低の価格を
もって入札した者を落札者とすることがあ
る。

dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 70 and 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
② have Grade A or B or D or D on "provi-
sion of services" in the Kyusyu-Okinawa
Area in term of qualification for partici-
pating in tenders by Cabinet Office (Sing-
le qualification for every ministry and
agency) in the fiscal years 2025,2026,and
2027
③have proven to have actually manufac-
tured or delivered the products concerned
of the products with performance similar
to that of the products concerned after
2010.
④ not be under suspension of nomination
by Director-General, Okinawa General
Bureau, from Time limit for submission
of certificate to Bid Opening.
⑤ acquire the electric certificate in case
of using the Electric Bidding system
⑥not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Cabinet Office is continuing
state concerned.
