1 競争入札に付する事項

厚生労働省上石神井庁舎で使用する電気
契約電力 1,500kW
予定使用電力 8,220,427kWh
(3) 調達件名の仕様等 入札説明書及び仕様書による。
(4) 履行期間 令和7年4月1日から令和8年3月31日
(5) 入札方法 入札書に記載する金額は、各社において設定する契約電力（常時電力及び予備電力）に対する単価（基本料金単価）及び使用電力量に対する単価（従量料金単価）を根拠とし、あらかじめ当省が別途提示する月毎の予定契約電力及び予定使用電力量に基づき算出した各月の対価の年間総額を入札金額とすること。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるも
のとする。)をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載し入札すること。
2 競争参加資格
(1) 予算決算及び会計令（以下「予決令」という。）第70条及び第71条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であっても、契約締結のために必要な同意を得ている者は除くものとする。
(2) 令和04・05・06年度厚生労働省競争参加資格（全省庁統一資格）において、厚生労働省大臣官房会計課長より「物品の販売」でA、B又はC等級に格付けされている者であること。
(3) 警察当局から、暴力団員が実質的に経営を支配する業者又はこれに準ずるものとして、国発注業務等からの排除要請があり、当該状態が継続している者でないこと。
(4) 電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(5) 二酸化炭素排出係数、未利用エネルギーの活用、再生可能エネルギーの導入に関し、入札説明書において示す条件を満たすこと。
(6) 資格審査申請書に虚偽の事実を記載していないと認められる者であること。
(7) 経営の状況又は信用度が極度に悪化していないと認められる者であること。
(8) 労働保険及び厚生年金保険・全国健康保険協会管掌健康保険・船員保険又は国民年金の未適用及びこれらに係る保険料の滞納がないこと（入札書提出期限の直近2年間の保険料の滞納がないこと。）
(9) 過去1年以内に、厚生労働省所管法令違反により送検され、又は行政処分を受けた者（行政指導（行政機関から公表されたものに限る。）を含む。）にあっては、本件業務の公正な実施又は本件業務に対する国民の信頼の確保に支障を及ぼすおそれがないこと。
(10) 厚生労働省から指名停止の措置を受けている期間中の者でないこと。
(11) その他予決令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
6 Summary

(3) Nature and quantity of the services to be required: Electricity used in Ministry of Health, Labour and Welfare, Kamishakujii Office contract 1,500kW. The estimated electricity 8,220,427kWh.
(4) Fulfillment period: From 1 April, 2025 to 31 March, 2026.
(5) Fulfillment place: The place specified by the official in charge of disbursement of the procuring entity.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ③have Grade A, B or C on “offer of services etc.” in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 ④prove to have no false statement in tendering documents ⑤prove neither the business condition nor credibility is deteriorating ⑥meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ⑦are not being suspended from transactions by request of the officials in charge of contract.
(7) Time-limit of submission of proposals: 11:00 AM, 13 February, 2025.
(8) Time-limit of tender: 11:00 AM, 17 February, 2025.
