(3) 購入物品の特質等 入札説明書による。
(4) 供給期間 令和7年4月1日から令和8年3月31日まで。
(5) 需要場所 入札説明書による。
(6) 入札方法 入札金額は、各社において設定する契約電力に対する基本料金単価（kW単価、同一月においては単一のものとする。）及び使用電力量に対する電力量料金単価（kWh単価、同一月においては単一のものとする。）を根拠（小数点以下を含むことができる。）とし、当庁が提示する契約電力及び予定使用電力量の対価を入札金額とすること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 次のいずれかに該当する者であること。
① 令和04・05・06年度最高裁判所競争参加資格（全省庁統一資格）の「物品の販売」においてA等級に格付けされ、九州・沖縄地域の競争参加資格を有する者であること。
② 令和04・05・06年度最高裁判所競争参加資格（全省庁統一資格）の「物品の販売」において、B又はC等級に格付けされ、九州・沖縄地域の競争参加資格を有する者で、本入札公告と同等以上の「物品の販売」をした実績を有することを証明できる者。
(4) 上記2(3)の資格の申請時期及び場所は、全省庁統一資格申請の方法による。
(5) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けている者であること。
(6) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
(7) 入札説明書の交付を受けた者であること。
(8) 開札時において、最高裁判所から指名の対象外とすることを定める措置を受けていないこと。

(3) 入札の無効 本公告に示した競争参加資格のない者のした入札書、入札者に求められる義務を履行しなかった者の提出した入札書その他入札の条件に違反した者の提出した入札書は無効とする。
(4) 契約書作成の要否 要。
(5) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。
(6) 手続きにおける交渉の有無 無。

(6) Qualification for participating in the bidding procedures: Suppliers eligible for participating in the proposed bid are those who shall: ①not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article); ②not apply to Article 71 of the above-mentioned Cabinet Order; ③a person who falls under any of the following (A)have Grade A in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 and meet the qualification for participating in bids within Kyushu-Okinawa region; (B)have Grade B or C in the above-mentioned classification, meet the qualification for participating in bids within Kyushu-Okinawa region, and be able to prove the record of experience of offering equivalent or superior service to the case of this bid notice; ④The time and place of application for the qualification of ③ shall be in the manner of application for single qualification for every ministry and agency; ⑤have a license to be a General electricity Utility in accordance with Article 2, paragraph 2 of the retail electricity company; ⑥meet the qualification require-
ment which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order; ⑦receive explanatory paper for the bid; and ⑧have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids
