1 調達内容
(1) 品目分類番号 26
(2) 購入等件名及び数量 電気の供給 一式
(3) 調達件名の仕様等 入札説明書による。
(4) 使用期間 令和7年4月1日から令和8年3月31日までの間
(5) 需要場所 入札説明書による。
(6) 入札方法 入札書に記載する金額は、各社において設定する契約電力に対する対価（基本料金単価）及び使用電力量に対する対価（電力量料金単価）を根拠とし、あらかじめ当校が別途提示する月ごとの予定契約電力及び予定使用電力量に基づき算出した各月の対価の年間総価を入札金額とすること（各単価にあっては小数点以下を含むことができる。）また上記価格のほか、一切の諸経費を含め契約金額を見積もるものとする。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度内閣府競争参加資格（全省庁統一資格）において「物品の販売」のA、B、C又はDの等級に格付けされている者であること。
(4) 警察庁から指名停止の措置を受けている期間中の者でないこと。
(5) 警察当局から、暴力団又は暴力団員が実質的に経営を支配する事業者又はこれに準ずる者として、国発注業務等からの排除要請があり、当該状態が継続している者でないこと。
(6) 電気事業法第2条の2の規定に基づき、小売り電気事業の登録を受けている者であること。

4 その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨

(3) 入札者に求められる義務 この一般競争に参加を希望する者は、封印した入札書のほかに2の(3)、(6)及び(7)を証明する書類を提出しなければならない。入札者は、提出した書類に関し警察大学校から説明を求められた場合は、それに応ずる義務を有するものとする。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

(6) 落札者の決定方法 本公告に示した物品を納入できると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

5 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tenders are those who: ①Do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under assistance who obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A, B, C, or D “Sale of product” in terms of the qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2022, 2023, and 2024. ④Are not being suspended from Transactions by request of the National Police Agency. ⑤Are not the business entities whose management is substantially influenced by a gangster or the person who has exclusion request from the Japanese government and the state concerned still continues. ⑥Obtain registration of theelectricity retail business in accordance with Article 2-2 of the Electricity Business Act. ⑦Fulfill the requirements of Carbon dioxide emission factor and Efforts to reducing environmental load in the tender documentation.
