次のとおり一般競争入札に付します。

1 調達内容

宮崎労働局管理9官署で使用する電力供給
契約
年間使用予定電力量 531,280kWh
(3) 調達件名の仕様等 入札説明書及び仕様書
による。
(4) 履行期間 令和7年4月1日0時から令和
8年3月31日24時まで
ただし、契約締結日までに令和7年度の予
算（暫定予算を含む）が成立しなかった場合
は、契約締結日は予算が成立した日以降とす
る。また、暫定予算になった場合、全体の契
約期間に対する暫定予算の期間分のみの契約
とする場合がある。
(5) 履行場所 仕様書による。
(6) 入札方法 入札書に記載する金額は、各社
において設定する契約電力に対する単価（基
本料金単価）及び使用電力量に対する単価(電
力量料金単価) を根拠とし、あらかじめ当局
が別途提示する月毎の予定契約電力及び予定
使用電力量に基づき算出した各月の対価の年
間総価を入札金額とすること。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の100分の10に相当
する額を加算した金額（当該金額に1円未満
の端数があるときは、その端数金額を切り捨
てるものとする。）をもって落札価格とするの
で、入札者は、消費税に係る課税事業者であ
るか免税事業者であるかを問わず、見積もっ
た契約金額の110分の100に相当する金額を入
札書に記載すること。
2 競争に参加する者に必要な資格等に関する事
項
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助者であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和4・5・6年度の厚生労働省競争参加
資格（全省庁統一資格）において、「物品の販
売」で「A」、「B」、「C」又は「D」等級に格
付けされ、九州・沖縄地域での競争参加資格
を有する者であること。
(4) 次の各号に掲げる制度が適用される者に
あっては、この入札の入札書提出期限の直近
2年間（⑤及び⑥については2保険年度）の
保険料について滞納がないこと。
①厚生年金保険 ②健康保険（全国健康保険
協会が管掌するもの）③船員保険 国民年
金 ⑤労働者災害補償保険 ⑥雇用保険
注）各保険料のうち⑤及び⑥については、当
該年度における年度更新手続を完了すべき
日が未到来の場合にあっては前年度及び
前々年度、年度更新手続を完了すべき日以
降の場合にあっては当該年度及び前年度の
保険料について滞納がない（分納が認めら
れているものについては納付期限が到来し
ているものに限る。）こと。
(5) 資格審査申請書又は添付書類に虚偽の事実
を記載していないと認められる者であるこ
と。
(6) 経営の状況又は信用度が極度に悪化してい
ないと認められる者であること。
(7) 厚生労働省から指名停止の措置を受けてい
る期間中でない者であること。
(8) 電気事業法第2条の2の規定に基づき小売
電気事業者の登録を受けている者であるこ
と。
(9) 二酸化炭素排出係数、未利用エネルギーの
活用、再生可能エネルギーの導入に関し、入
札適合条件を満たす者であること。
(10) 入札に参加を希望する者は、入札書の提出
時に、支出負担行為担当官が別に指定する暴
力団に該当しない旨の誓約書を提出しなけれ
ばならない。
(11) 過去1年以内に、厚生労働省所管法令違反
により行政処分等を受けていないこと。
3 調達ポータルの利用 本件は、調達ポータル
により執行する。なお、調達ポータルによりが
たい者は、事前に書面で支出負担行為担当官に
申し出た場合に限り、紙入札に変えることがで
きる。

6 入札の無効 本公告に示した競争参加資格の
ない者が提出した入札書、入札者に求められる
義務を履行しなかった者の提出した入札書、そ
の他人札の条件に違反した者の提出した入札書
は無効とする。
7 その他
(1) 入札及び契約手続において使用する言語及
び通貨 日本語及び日本国通貨に限る。

9 Summary
(1) Official in chargeof disbursement of the procuring entity: Hukuhara Tadashi, Director of General Affairs Department, Miyazaki Labour Bureau.

(3) Nature and quantity of the products to be purchased: Electricity to be used in 9 sections of Under Miyazaki Labour Bureau.
(4) Delivery period: From 1 April 2025 through 31 March 2026 The budget for FY Reiwa 7 (including the provisional budget) is not concluded by the date of conclusion of the contract, the date of conclusion of the contract shall be after the date on which the budget is concluded. If the budget is provisional, the contract may be made only for the period of the provisional budget for the entire contract period.

(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall; ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budge, Auditing and Accounting. ③Have Grade in the Kyushu and Okinawa regions “A”, “B”, “C” or “D” on “Sales of Product” in terms of the qualification for participating in tenders the Minis-
try of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years, 2022, 2023 and 2024.
④Prove to have no delinquency in payment of insurance premiums for the most recent two years. (1)Employees’ pension insurance (2)Health insurance (administered by the National Health Insurance Association) (3)Seafarers’ insurance (4)National pension (5)Workers’ accident compensation insurance (6)Employment insurance. ⑤Prove to have no false statement in tendering documents. ⑥Prove neither the business condition nor credibility is deteriorating ⑦The applicant must not be in the period of suspension of nomination by the Ministry of Health, Labour and Welfare. ⑧Must be registered as a retail electricity supplier in accordance with the provisions of Article 2-2 of the Electricity Business Act. ⑨It must meet the bidding eligibility conditions regarding the carbon dioxide emission coefficient, utilization of unused energy, and introduction of renewable energy. ⑩Those who wish to participate in the tender must submit a written pledge at the time of submission of the bid to the effect that they do not fall under the category of an organized crime group separately designated by the Expenditure Burden Officer. ⑪Have not been subjected to administrative sanctions for violating laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past one year.
