令和7年度群馬労働局管内6施設で使用す
る電力供給契約
契約電力 354キロワット
年間使用予定電力量 683,950 キロワット時
(3) 調達件名の仕様等 入札説明書及び仕様書による。
(4) 契約期間 令和7年4月1日0時から令和8年3月31日24時まで
(5) 需要場所 入札説明書及び仕様書による。
(6) 入札方法 入札金額は各社において設定する契約電力に対する単価及使用電力量に対する単価を根拠とし、当局が提示する契約電
力及び予定使用電力量の総価を入札金額とすること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 令和4・5・6年度厚生労働省競争参加資格（全省庁統一資格）において、「物品の販売」の「A」、「B」又は「C」等級に格付けされている者であること。
(2) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であっても、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(3) 予算決算及び会計令第71条の規定に該当しない者であること。
(4) 労働保険及び社会保険料の未適用、及びこれらに係る保険料の滞納がないこと。
(5) 厚生労働省から指名停止の措置を受けている期間中の者でないこと。
(6) 過去1年以内に、厚生労働省所管法令違反により送検され、行政処分を受け、又は行政指導（行政機関から公表されたものに限る。）を受けた者にあっては、本件業務の公正な実施又は本件業務に対する国民の信頼の確保に支障を及ぼすおそれがないこと。
(7) 厚生労働省から指名停止を受けている者でないこと。
(8) 資格審査申請書及び添付書類に虚偽の事実を記載していないと認められる者であること。
(9) 経営の状況又は信用度が極度に悪化していないと認められる者であること。
(10) その他予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
(11) 二酸化炭素排出係数、未利用エネルギーの活用、再生可能エネルギーの導入、グリーン電力証書の譲渡、需要家への省エネルギー・
節電に関する情報提供の取組並びに電源構成及び二酸化炭素排出係数の情報の開示に関し、別添「二酸化炭素排出係数、環境への負荷の低減に関する取組の状況に関する条件」に掲げる入札適合条件を満たしている者であること。
(12) 電気事業法（昭和39年法律第170号）第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(13) 社会保険等（厚生年金保険、健康保険（全国健康保険協会が管掌するもの）、船員保険、国民年金、労働者災害補償保険及び雇用保険をいう。）に加入し、該当する制度の保険料の滞納がない者であること。（直近2年間）
(14) 障害者の雇用の促進等に関する法律に規定する法定雇用障害者数を雇用している者であること。（常用労働者数が40人未満の事業主については、本要件は適用しない）
(15) 女性の職業生活における活躍の推進に関する法律に基づく一般事業主行動計画の策定・届出を行っている者であること。（常時雇用する労働者が101人未満の事業主には本要件は適用しない）
(16) 労働基準法、最低賃金法等の労働関係法令を遵守している者であること。

4 各種提出書類の押印省略にかかる留意事項
今般の入札において、契約書を除くすべての提出書類（契約関係書類）について、押印を不要としているが、担当者等から提出される書類については、事業者として決定した正式な書類であること。なお、押印を省略した書類に虚偽等の不正が発覚した場合は、契約解除や違約金の徴収等を適用する場合がある。
5 その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書の他に必要な証明書等を受領期限までに提出しなければならない。入札者は、支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 本公告に示した業務を履行できると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。
(7) 手続における交渉の有無 無。

(VI) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause, ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting, ③have a Grade “A”, “B” or “C” during fiscal year 2022/2023/2024 in “selling, etc.” for participating in tenders by the Ministry of Health, Labor and Welfare (single qualification for every ministry and agency) ④prove to have no false statement in tendering documents ⑤ prove neither the business condition nor credibility is deteriorating ⑥Meets the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ⑦Carbon dioxide emission coefficient, utilization of unused energy, introduction of renewable energy, transfer of green power certificates, efforts to provide information on energy saving and power saving to consumers, and disclosure of information on power supply composition and carbon dioxide emission coefficient The bidder must meet the bidding conditions listed in the attached “Conditions regarding the status of initiatives related to carbon dioxide emission coefficient and reduction of environmental impact.” ⑧ The bidder is registered as a retail electricity business pursuant to Article 2-2 of the Electricity Business Act (Act No. 170 of 1964). ⑨The bidder is enrolled in social insurance, etc. (meaning employees’ pension insurance, health insurance (administered by the National Health Insurance Association), seamen’s insurance, national pension, workers’ accident compensation insurance, and employment insurance) and has no outstanding premium payments for the relevant systems. (For the past two years) ⑩The bidder employs the legal number of disabled persons as stipulated in the Act on Promotion of Employment of Disabled Persons, etc. (This requirement does not apply to employers with fewer than 40 regular employees.) ⑪The employer must have formulated and submitted a general employer action plan based on the Act on Promotion of Women’s Participation and Advancement in the Workplace. (This requirement does not apply to employers with fewer than 101 regular employees.) ⑫The employer must comply with labor-related laws such as the Labor Standards Act and the Minimum Wage Act.
