(6) 入札方法入札金額は、各社において設定する契約電力に対する単価(kW単価、同一月においては単一のものとする。)及び使用電力量に対する単価(kWh単価、同一月においては単一のものとする。)を根拠(小数点以下を含むことができる。)とし、当庁が提示する契約電力及び予定使用電力量の対価を入札金額とすること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度最高裁判所競争参加資格(全省庁統一資格)の「物品の販売」において、A等級に格付けされ、近畿地域の競争参加資格を有する者であること。
(4) 上記2(3)の資格の申請の時期及び場所は、全省庁統一資格申請の方法による。
(5) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けている者であること。
(6) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
(7) 開札時において、最高裁判所から指名の対象外とすることを定める措置を受けていないこと。
(8) 入札説明書の交付を受けた者であること。

(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金免除。
(3) 入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(4) 契約書作成の要否要。
(5) 落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。
(6) 入札者に要求される事項この一般競争に
参加を希望する者は、本公告に示した業務が
履行できることを証明する書類を指定する期
日までに提出しなければならない。入札者は、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、これに応じなければな
らない。

(6) Qualification for participating in the bid-
ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall: ①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing,
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article); ②not apply to Article 71 of
the above-mentioned Cabinet Order; ③
have Grade A in Selling classification in
terms of the qualification for participating
in bids required by the Supreme Court (sing-
le qualification for every ministry and
agency) in the fiscal years 2022, 2023 and
2024, and meet the qualification for partici-
pating in bids within Kinki region; ④The
time and place of application for the quali-
fication of ③ shall be in the manner of ap-
plication for single qualification for every
ministry and agency; ⑤have a registration
to be a General Electricity Utility in accor-
dance with Article 2-2 of the Electricity
Business Act; ⑥meet the qualification re-
quirement which the obligated officer may
specify in accordance with Article 73 of the
above-mentioned Cabinet Order; ⑦have
not received suspension of designated con-
tractor status from the Supreme Court at
the time of the opening of bids; and ⑧be a
person who took a grant of a tender manual
