① 交付期間 令和8年8月3日9時から令和8年9月2日17時まで
② 交付方法
(ア) 電子調達システムにより交付する。
(イ) やむを得ない事由により、上記交付方法による入手ができない入札参加希望者は、交付期間内の土曜日、日曜日及び祝日等を除く9時から17時までの間に3(1)に問い合わせること。
(4) 申請書及び資料等の提出期限 令和8年9月3日14時
(5) 電子調達システムによる入札及び郵送による入札書の受領期間 令和8年9月10日9時から令和8年9月24日17時まで

4 その他
(1) 契約手続きにおいて使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項
① 電子調達システムにより参加を希望する者は、所定の受領期限までに入札書類データ(申請書等)を3(2)に示すURLに提出しなければならない。
② 紙入札方式により参加を希望する者は、必要な申請書等を所定の受領期限までに3(1)に示す場所に提出しなければならない。なお、いずれの場合も、開札日の前日までの間において必要な申請書等の内容に関する契約担当官等からの照会があった場合には、説明しなければならない。また、入札書に本件責任者、担当者の氏名及び連絡先を明記することにより、入札書への押印を省略することができる。ただし、押印を省略した入札書であっても電子メールによる提出は認めない。
(4) 入札の無効 本公告に示した競争参加資格のない者が行った入札、申請書又は資料に虚偽の記載をした者が行った入札及び入札に関する条件に違反した入札は無効とする。
(5) 契約書作成の要否 要 本案件は、契約手続きにかかる書類の授受を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙契約方式願を提出し、紙契約方式に代えるものとする。
(6) 落札者の決定方法 予決令第79条の規定に基づいて作成された予定価格の制限の範囲内であり、入札説明書の要求要件をすべて満たした入札者の中から、最低価格をもって有効な入札を行った者を落札者と決定する。なお、落札者となるべき者が2者以上となった場合は、くじにより落札者を決定するものとする。

(7) Qualification for participating in the tendering procedures, Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditingand Accounting.
③ not be currently under suspension of nomination by Director-General, West Japan Civil Aviation Bureau.
④ have Grade A, B, C, D “Purchase” in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2025/2026/2027
(8) Time-limit for tender: 17:00 September 24, 2026; 10:00 September 25, 2026 in case of by hand.
