(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除,
(3)入札者に要求される事項
①電子調達システムにより参加を希望する
者は、入札書類データ(申請書等)を所定
の受領期限までに上記3(2)に示すURLに
提出しなければならない。
②紙入札方式により参加を希望する者は、
必要な申請書等を所定の受領期限までに上
記3(1)に示す場所に提出しなければならな
い。
なお、上記①及び②のいずれの場合も、開
札日の前日までの間において、支出負担行為
担当官から当該書類に関し説明を求められた
場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。ただし、落札者
となるべき者の入札価格によっては、その者
により当該契約の内容に適合した履行がなさ
れないおそれがあると認められるとき、又は
その者と契約を締結することが公正な取引の
秩序を乱すこととなるおそれがあって著しく
不適当であると認められるときは、予定価格
の制限の範囲内の価格をもって入札した他の
者のうち最低価格をもって入札した者を落札
者とすることがある。
(7)手続における交渉の有無無。
(8)競争参加資格の決定を受けていない者の参
加上記2(2)に掲げる一般競争参加資格の決
定を受けていない者も上記3(4)により申請書
等を提出することができるが、競争に参加す
るためには、開札の時において、当該資格の
決定を受け、かつ、競争参加資格の確認を受
けていなければならない。なお、当該資格の
申請は「競争参加者の資格に関する公示(令
和8年3月31日付官報)により随時受け付け
る。

③ have proven to have actually Produc-
tion or Improvement or Installation or
Construction the products concerned of
the products with performance similar to
that of the products concerned
④ obtained a bid manual directly from
system or the person of ordering
⑤ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
