(6)申請書等の受領期限の日から開札の時まで
の間に、北海道開発局長から指名停止を受け
ていないこと。
(7)電子調達システムを利用する場合は、電子
認証(ICカード)を取得していること。
(8)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省公共事業等からの排除要請があり、
当該状態が継続している者でないこと。
(9)電子調達システムから入札説明書等を直接
ダウンロードした者であること、又は支出負
担行為担当官から入札説明書等の交付を受け
た者であること。

(3)入札説明書の交付方法電子調達システム
により交付する(入札説明書等に対する質問
回答書についても同様に交付するので、ダウ

望する」に必ずチェックすること。)。
ただし、やむを得ない事由により電子調達
システムによる交付を受けることが困難な場
合は上記3(1)に問い合わせること。

(7)本入札に係る落札決定及び契約締結は、令
和7年4月9日を予定しているが、予算成立
が4月10日以降となった場合は、予算成立日
に落札決定及び契約締結する。また、暫定予
算となった場合は、暫定予算の期間分のみの
契約とする。
4その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨,
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項
①電子調達システムにより参加を希望する
者は、入札書類データ(申請書等)を所定
の受領期限までに上記3(2)に示すURLに
提出しなければならない。
②紙入札方式により参加を希望する者は,
必要な申請書等を所定の受領期限までに上
記3(1)に示す場所に提出しなければならな
い。
なお、①、②いずれの場合も、開札日の前
日までの間において、支出負担行為担当官か
ら当該書類に関し説明を求められた場合は、
それに応じなければならない。
(4)入札の無効本入札公告等に示した競争参
加資格のない者のした入札、申請書等に虚偽
の記載をした者のした入札、入札の条件に違
反した者のした入札及び入札者に求められた
義務を履行しなかった者のした入札は無効と
する。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7)手続における交渉の有無無。
(8)競争参加資格の決定を受けていない者の参
加上記2(2)に掲げる一般競争参加資格の決
定を受けていない者も上記3(4)により申請書
等を提出することができるが、競争に参加す
るためには、開札の時において、当該資格の
決定を受け、かつ、競争参加資格の確認を受
けていなければならない。なお、当該資格の
申請は「競争参加者の資格に関する公示」に
より随時受け付ける。

qualification for participating in tenders
of the "sale of of
Land, Infrastructure, Transport and Tou-
rism (Single qualification for every minis-
try and agency) in Hokkaido region in
the fiscal year of 2025 20202027
③ have registered in accordance with ar-
ticle 2—2 of the Electricity Utilities In-
dustry Law
④ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-

⑤ not be currently under suspension
